REGULAR MEETING APRIL 23, 2001 <br />RESOLUTION NO. 2989-01 A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE <br />MAYOR TO EXECUTE DOCUMENTS WITH THE <br />UNITED STATES DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT RELATED TO GRANTS FROM <br />THE NEIGHBORHOOD INITIATIVE PROGRAM AND <br />THE ECONOMIC DEVELOPMENT INITIATIVE <br />PROGRAM <br />WHEREAS, the Congressional appropriation for the Department of Veteran Affairs and <br />Housing and Urban Development for the fiscal year ending September 30, 2001 included $1,500,000 <br />for the City of South Bend, Indiana for the redevelopment of the Studebaker Corridor and $250,000 <br />from the Economic Development Initiative Program for the City of South Bend, Indiana for <br />economic development activities related to the Studebaker Auto /Oliver Plow Works project; and <br />WHEREAS, the Department of Housing and Urban Development subsequently asked the <br />City of South Bend to submit applications for these funds and the applications were submitted in <br />January, 2001; and <br />WHEREAS, these applications were not previously authorized by the Common Council of <br />the City of South Bend; and <br />WHEREAS, the City of South Bend has now received documents from the Department of <br />Housing and Urban Development for both of these grants and the documents need to be executed <br />by the City of South Bend; and <br />WHEREAS, the Mayor of the City of South Bend, Indiana, is the Chief Executive Officer <br />of the City and is the appropriate signatory for documents related to grants from the United States <br />Department of Housing and Urban Development through the Neighborhood Initiative Program and <br />the Economic Development Initiative Program: <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South <br />Bend, Indiana, as follows: <br />SECTION I. That the Mayor of the City of South Bend, Indiana, is hereby authorized to <br />execute all documents with the United States Department of Housing and Urban Development <br />related to grants from the Neighborhood Initiative Program and the Economic Development <br />Initiative Program. <br />SECTION II. That the Mayor of the City of South Bend, Indiana, shall file with the <br />Common Council a complete copy of the Neighborhood Initiative Program grant application and the <br />Economic Development Initiative grant application that were submitted to the United States <br />Department of Housing and Urban Development. <br />SECTION III. That the City of South Bend, Department of Community and Economic <br />Development is hereby designated as the agency and office administering, on behalf of the City of <br />South Bend, the Neighborhood Initiative and Economic Development Initiative grants authorized <br />by this application. <br />SECTION IV.
