REGULAR MEETING
APRIL 23, 2001
Councilmember White made a motion to hear the substitute version of this bill. Councilmember
Aranowski seconded the motion which carried by a voice vote of nine (9) ayes.
Councilmember Varner reported that the Public Works and Property Vacation Committee met on this
bill and sends it to the Council with a favorable recommendation.
Mayor Stephen Luecke advised the Council that this Resolution addresses the financing of the Public
Works Facility. He thanked them for their support for this project on which much time has been
spent in planning for priorities and in looking at the City's facility needs. The location of this
proposed facility is in the Studebaker Corridor behind the current Municipal Services Facility. It is
a good location and will set a standard for development in the Studebaker Corridor. The construction
of this facility allows for the next step in facility planning which is the beginning of work on the
Police Department and Fire Department facility which has long needed improvements. The action
today is the first important step in that sequence.
Mr. Gary Gilot, Director, Department of Public Works, 1300 County -City Building, South Bend,
Indiana, stated that the South Bend Building Corporation will issue the bonds to finance the
construction of the Public Works Service Center. He reminded the Council that they previously
approved the issuance of up to $10 million dollars worth of bonds but through the public bidding
process and the scoping of the project that amount has been reduced to nine million two hundred fifty
thousand dollars( $9,250,000.000). It had been estimated that the lease rental payments could be
as high as nine hundred fifty thousand dollars ($950,000.00) per year. In light of the lowering of
interest rates, the City was able to get a rate of 5.18% which lowers the lease rental payments to about
seven hundred seventy -five thousand dollars ($775,000.00) which will be paid with COIT and Sewer
Utility Funds. Mr. Gilot noted that 12.3% of the building will be used by the Sewer Department and
therefore they will be contributing that proportion of the payment.
A Public Hearing was held on the Resolution at this time.
There being no one present wishing to speak to the Council either in favor of or in opposition to this
Resolution, Councilmember Coleman made a motion to adopt this Resolution as substituted.
Councilmember King seconded the motion which carried and the Resolution was adopted by a roll
call vote of nine (9) ayes.
RESOLUTION NO. 3001 -01 A RESOLUTION OF THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, HONORING THE
UNIVERSITY OF NOTRE DAME WOMEN'S
BASKETBALL PROGRAM FOR WINNING THE 2001
NCAA NATIONAL CHAMPIONSHIP
WHEREAS, the Common Council of the City of South Bend, Indiana, notes that on Monday,
April 2, 2001 around 2 a.m., over 2,000 cheering Notre Dame Students and residents of South Bend
were on campus to welcome home the University ofNotre Dame Women's Basketball Team and staff
after winning the NCAA title game in St. Louis, Missouri over Purdue by a score of 68 -66; and
WHEREAS, the "Team of Destiny" was 34 -2 with countless individual awards and honors
being won, as well as winning the hearts of their fans during this unbelievable season; and
WHEREAS, the South Bend Common Council is proud to honor each of the members of the
2001 NCAA Women's Basketball Champions, namely:
#00 RUTH RILEY
Center, Senior
Macy, Indiana
#22 ALICIA RATAY
Guard, Sophomore
Lake Zurich, Illinois
#44 MEAGHAN LEAHY
Forward, Senior
Wilbraham, Massachusetts
#03 ERICKA HANEY #23 MONIQUE HERNANDEZ #50 KELLEY SIEMON
Guard, Junior Guard, Sophomore Forward, Senior
Toledo, Ohio Rio Rancho, New Mexico Edina, Minnesota
