REGULAR MEETING APRIL 23, 2001 <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />Mr. Phil St. Clair, Superintendent, Parks and Recreation, 321 East Walter Street, South Bend, <br />Indiana, stated that the City has worked with the school corporation for the past six (6) to seven (7) <br />months on this plan and the Board of Park Commissioners formally approved this plan at their <br />March 19'h meeting. He further stated that it is a win -win situation for the Parks and Recreation <br />Department as well as the school corporation and the plan includes upgraded facilities at Potawatomi <br />Park and shared use. <br />Councilmember Coleman noted that this is a substitute bill that is being considered by the Council <br />at this time. Therefore, Councilmember Coleman made a motion that the Council consider the <br />substitute bill. Councilmember Kelly seconded the motion which carried by a voice vote of seven <br />(7) ayes and two (2) nays by Councilmembers White and Varner. <br />Councilmember White stated that for the record her objection to this bill has nothing to do with <br />whether or not Adams High School should be renovated but rather she is opposed to giving away <br />limited park space as well as the closing of Greenlawn Avenue. <br />Councilmember Varner noted that he was not supportive of the closing of Greenlawn Avenue and <br />as such he cannot be supportive of the transfer of park property which is adjacent to the street. <br />There was no one else present wishing to speak to the Council in favor of this bill and there was no <br />one present wishing to speak in opposition to this bill. Therefore, Councilmember Coleman made <br />a motion for favorable recommendation to full Council concerning this bill as substituted. <br />Councilmember Kelly seconded the motion which carried by a roll call vote of six (6) ayes and three <br />(3) nays by Councilmembers Varner, White and Pfeifer. <br />RISE AND REPORT <br />Councilmember Kelly made motion to rise and report to the full Council.
