REGULAR MEETING JANUARY 8, 2001 Councilmember Varner reported that the Zoning & Annexation Committee met on this bill this afternoon and because of the lack of a quorum, sends this bill to the Council with no recommendation. Mr. John Byorni, Assistant Director, Area Plan Commission, Room 1140 County -City Building, South Bend, Indiana, made the presentation for this Area Plan initiated bill. Mr. Byorni indicated that this bill will amend Chapter 21 of the South Bend Municipal Code to allow certain types of manufacturing retailers as special exceptions in the "A -3" Mixed Use Multifamily Residential and Commercial District. The Area Plan Commission conducted a Public Hearing of this bill on December 19, 2000 and sent this bill to the Council with a favorable recommendation. The types of uses that would be allowed by this amendment would further the City's goal of making the downtown and East Bank area a regional entertainment and tourist center. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember King made a motion for favorable recommendation to full Council concerning this bill. Councilmember Coleman seconded the motion which carried by a voice vote of eight (8) ayes. BILL NO. 133 -00 PUBLIC HEARING ON A BILL OF THE SOUTH BEND COMMON COUNCIL AMENDING CHAPTER 13, ARTICLE 10 OF THE SOUTH BEND MUNICIPAL CODE CONCERNING FIREARMS Councilmember Coleman made a motion to continue this bill until the February 12, 2001 meeting of the Council.
