REGULAR MEETING JANUARY 8, 2001 <br />This bill had first reading. Councilmember Aranowski made a motion to refer this bill to the <br />Personnel and Finance Committee and set it for Public Hearing and Third Reading on January 22, <br />2001. Councilmember Coleman seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />BILL NO. 6 -01 FIRST READING ON A BILL TO VACATE THE <br />FOLLOWING DESCRIBED PROPERTY: A PORTION OF <br />GREENLAWN AVENUE FROM THE NORTH RIGHT OF <br />WAY LINE OF MISHAWAKA AVENUE TO THE SOUTH <br />RIGHT OF WAY LINE OF WALL. STREET FOR A <br />DISTANCE OF 561.5 FEET, MORE OR LESS, BEING A <br />PART OF WHITCOMB & KELLER'S 6TH SUNNYMEDE <br />ADDITION TO THE CITY OF SOUTH BEND, ST. <br />JOSEPH COUNTY, INDIANA <br />This bill had first reading. Councilmember Varner made a motion to refer this bill to the Public <br />Works and Property Vacation Committee and set it for Public Hearing and Third Reading on January <br />22, 2001. Councilmember Coleman seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />Councilmember White reminded everyone that on Monday, January 15, 2001 there will be a City <br />wide celebration of Martin Luther King's birthday. She encouraged and invited all to attend the <br />celebration at the Century Center. <br />Councilmember Varner indicated that he has received few complaints about snow removal despite <br />the enormous amounts that we had and on behalf of the Council he would like to thank Mr. Sam <br />Hensley of the Street Department and the entire Department and Public Works for a job well done. <br />President Pfeifer indicated that she will continue to encourage citizens to attend the regular meetings <br />of the Council, held on the second and fourth Mondays of each month, to see how the Council <br />conducts the City's business. <br />PRIVILEGE OF THE FLOOR <br />Mr. Leonard Grummell, owner of a business at 2402 South Main Street, South Bend, Indiana, <br />advised that he would like to speak to the bill regarding the amendment to the City code concerning <br />firearms which was continued until February. He noted that he handed out copies of the Indiana <br />State Constitution and copies of the Indiana Firearms laws. He suggested that the Council take the <br />time to read these laws. He noted that the bill pending is null and void. It was null and void by the <br />Governor in 1994. He stated that the first mistake the City made was in 1994 when they tried to pass <br />a bill to ban firearms. It was struck down by the Governor's veto and the state passed a law which <br />prevented any municipality to pass any gun laws. <br />Mr. Bob Krizmanich, a paramedic with the South Bend Fire Department, working at 308 West <br />Ireland Road, South Bend, Indiana, advised that he would like to mention three (3) things in regards <br />to the firearms bill that was continued this evening. He asked what the Council hopes to accomplish <br />by this bill and if it is just another attempt to keep gun shows out of Century Center and the City and <br />can the Council name one successful case where gun control decreased crime. <br />
