37 <br /> BU !_D \G 9TDARTV .T\ <br /> COMMISSIONER'S REPORT <br /> SUCCESSES <br /> 2023 was another record-breaking year for the Building Department as the Residential sec- <br /> tor remained constant and the Commercial sector boomed in all areas. We have achieved <br /> all-time highs in permit issuance revenue and construction valuation. We work with both city <br /> and county departments, from data collection and analysis, assisting with daily issues, to <br /> helping solve issues with our aging building scape. We continue to develop permit processes <br /> accommodating developers and contractors of all sizes, using all available <br /> technologies. <br /> We issued 12,346 permits, performed 15,879 inspections, and traveled 117,427 miles in serv- <br /> ing the residents of St. Joseph County and the City of South Bend. Additionally, we performed <br /> 251 Plan Reviews and processed our measured building permits in an amazing average of 2 <br /> minutes and 52 seconds. <br /> Certification is a measure of quality and professionalism in the building industry. Our inspec- <br /> tors are active in continuing education and have obtained new and renewed certifications in <br /> a continuing effort to become cross trained in all code disciplines. We encourage additional <br /> training and certification for everyone in the department. There have been 13 International <br /> Code Council Certifications earned in 2023. <br /> FORECAST ISSUES - VOVING AHEAD <br /> We predict 2024 will be better than ever. The Residential sector will remain constant as inter- <br /> est rates level off. The Commercial sector will continue to be strong with large-scale projects <br /> planned throughout our jurisdiction. <br /> We have effectively implemented community outreach through relationship building activities <br /> with home builders, schools, unions, developers, and governmental entities. We have done <br /> multiple presentations to help create building code awareness and communicate the benefits <br /> of a robust Building Department. We continue <br /> to better serve the public with growing expertise and efficiency.
