REGULAR MEETING FEBRUARY 23 2004 <br /> BILL NO. 13-04 FIRST READING ON A BILL AMENDING THE <br /> ZONING ORDINANCE FOR PROPERTY LOCATED <br /> IN THE CITY OF SOUTH BEND LOTS 11, 12, 13, 14, <br /> 15, 16, 17, 18, 19 AND 20 IN DINAN'S SECOND <br /> ADDITION TO THE CITY OF SOUTH BEND AND THE <br /> PARCEL OF PROPERTY BETWEEN THE SOUTH <br /> AND THE EAST ENDS OF SAID LOTS AND THE <br /> WEST END OF LOTS 1 THROUGH 10 IN SAID <br /> ADDITION. THIS PROPERTY IS COMMONLY <br /> KNOWN AS 508-536 CRESCENT AVENUE, SOUTH <br /> BEND, INDIANA <br /> This bill had first reading. Councilmember Coleman made a motion to refer this bill to the <br /> Zoning and Annexation Committee and set it for Public Hearing and Third Reading on March 8, <br /> 2004. Councilmember Varner seconded the motion which carried by a voice vote of eight(8) <br /> ayes. <br /> UNFINISHED BUSINESS <br /> REPORT FROM AREA PLAN COMMISSION: <br /> It is noted that the Council is in receipt of a recommendation from the Area Plan Commission of <br /> St. Joseph County, for the following ordinance based on their Public Hearing held on February <br /> 17, 2004: <br /> BILL NO. 3-04 AN ORDINANCE AMENDING THE ZONING <br /> ORDINANCE FOR PROPERTY LOCATED AT <br /> 234 TONTI STREET IN THE CITY OF SOUTH BEND, <br /> INDIANA <br /> Councilmember Coleman made a motion to refer this bill to the Zoning and Annexation <br /> Committee and set it for Public Hearing and Third Reading on March 8, 2004. Councilmember <br /> Varner seconded the motion which carried by a voice vote of eight (8) ayes. <br /> NEW BUSINESS <br /> Council President White thanked South Bend Tribune Reporter Terry Bland for his article on <br /> Citizen Participation for the Common Council Standing Committees. The South Bend Common <br /> Council will make their appointments at the March meeting. <br /> PRIVILEGE OF THE FLOOR <br /> COMMENTS BY MR. JIM CIERZNIAK CONCERNING THE COLLEGE FOOTBALL HALL <br /> OF FAME <br /> Mr. Jim Cierzniak, 1156 E. Victoria, South Bend, Indiana, informed the Council that the <br /> College Football Hall of Fame Financial Report for 2003 shows how the Hall is doing on its own <br /> merits, (before City tax funds and sponsorships/contributions are considered.) Mr. Cierzniak <br /> further noted that the average annual figures for the last five (5) years, 1998 - 2002 Revenue was <br /> $540,792; Expenses, $1,502,247; loss, 961,455. Considering those figures, 2003 was an <br /> improvement: Revenue, $585,223; Expenses, $1,410,078; loss, $824,855. Mr. Cierzniak noted <br /> that the loss for 2003 is 14% less than the preceding 5-year average. Mr. Cierzniak indicated <br /> that the net operating loss of$824,855 was covered by these items from the enclosed statement <br /> from the National Football Foundation: <br /> Hotel-Motel Tax $460,991; Professional Sports Development Fund (PSDF) $251,593; <br /> -15- <br />
