Councilmember Coleman made a motion to refer this bill to the Parks, <br /> Recreation, Cultural Arts & Entertainment Committee and set it for Public Hearing and Third <br /> Reading on January 26, 2004. Councilmember Varner seconded the motion which carried by a <br /> voice vote of nine (9) ayes. <br /> BILL NO. 3-04 FIRST READING ON A BILL AMENDING THE <br /> ZONING ORDINANCE FOR PROPERTY LOCATED AT <br /> 234 TONTI ST. IN THE CITY OF SOUTH BEND, <br /> INDIANA <br /> This bill had first reading. Councilmember Coleman made a motion to refer this bill to the Area <br /> Plan Commission. Councilmember Puzzello seconded the motion which carried by a voice vote of <br /> nine (9) ayes. <br /> UNFINISHED BUSINESS <br /> BILL NO. 1-02 REZONING - CORNERS OF LINDEN AND CLEMENS <br /> Councilmember Coleman made a motion to strike this bill from consideration at the request of the <br /> Petitioner. Councilmember Varner seconded the motion which carried by a voice vote of nine (9) <br /> ayes. <br /> BILL NO. 89-03 REZONING-U.S. 31, IRELAND RD., U.S. 20 BY PASS <br /> AND BURNETTE DRIVE <br /> Councilmember Coleman made a motion to refer this bill to the Zoning and Annexation Committee <br /> and set it for Public Hearing and Third Reading on January 26, 2004. Councilmember Pfeifer <br /> seconded the motion which carried by a voice vote of nine (9) ayes. <br /> NEW BUSINESS <br /> There was no new business to come before the Council at this time. <br /> PRIVILEGE OF THE FLOOR <br /> COMMENTS BY MR. JOHN SWANSON CONCERNING CITY WIDE YOUTH CENTER <br /> Mr. John Swanson, 1321 West Washington Street, South Bend, Indiana, welcomed the new <br /> Councilmembers and City Clerk. Mr. Swanson stated that he and his family do not have any place <br /> to go to play basketball. If a center or a gym were open twenty-four(24)hours a day then they would <br /> go there. <br /> COMMENTS BY MR. JOE TILLMAN CONCERNING THE BAN OF DRUG <br /> PARAPHERNALIA <br /> Mr. Joe Tillman, 711 N. Scott Street South Bend, Indiana stated that he would like to see the ban <br /> of sale of all drug paraphernalia in the City of South Bend. Mr.Tillman indicated that records show <br /> that there have been eleven (11) prosecutions for possession of drug paraphernalia,but there have <br /> been no arrests for the sale of drug paraphernalia. Mr. Tillman feels the strong need for the City of <br /> 15 <br />
