REGULAR MEETING NOVEMBER 22, 2004 <br /> Councilmember Kelly, Chairperson, Community and Economic Development <br /> Committee, reported that this committee met on this bill this afternoon and voted to send <br /> it to the full Council with a favorable recommendation. <br /> Beth Leonard, Director, Financial &Program Management, Community&Economic <br /> Development 1200 County-City Building, South Bend, Indiana, made the presentation <br /> for this bill. <br /> Ms. Elizabeth Leonard, Director,Financial &Program Management, Community & <br /> Economic Development, 1200 County-City Building, South Bend, Indiana, made the <br /> presentation for this bill. <br /> Ms. Leonard stated that this bill would allow for the efficient and timely utilization of <br /> Community Development Block Grant Funds in accordance with the Community's <br /> Housing & Community Development Plan. Ms. Leonard stated that the reason for the <br /> substitute bill is to include funding for the Ark Angels (Grace Community Center.) Ms. <br /> Leonard further advised that while Grace Community Center has been funded for several <br /> years through the Community Development Block Grant Program, Ark Angels is a <br /> relatively new organization and we had questions regarding their program and capacity to <br /> carry out the financial responsibilities of CDBG funding. During the public comment <br /> period Ark Angels requested reconsideration of funding of 2005 program and submitted <br /> additional information regarding their program and financial capabilities that satisfied our <br /> concerns. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents <br /> and opponents were given an opportunity to be heard. <br /> There being no one present wishing to speak to the Council either in favor of or in <br /> opposition to this bill, Councilmember Kuspa made a motion for favorable <br /> recommendation to full Council concerning this bill as substituted. Councilmember <br /> Dieter seconded the motion which carried by a voice vote of nine (9) ayes. <br /> BILL NO. 83-04 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROPRIATING$655,267 OF INDIANA <br /> COMMUNITY REVITALIZATION ENHANCEMENT <br /> DISTRICT INCREMENT FUNDS WITHIN THE <br /> INDUSTRIAL DEVELOPMENT FUND, FUND 434, <br /> FOR THE PURPOSE OF DEVELOPMENT AND <br /> REDEVELOPMENT WITHIN THE CITY OF SOUTH <br /> BEND STUDEBAKER/OLIVER COMMUNITY <br /> REVITALIZATION ENHANCEMENT DISTRICT <br /> Councilmember Kelly, Chairperson, Community and Economic Development Committee <br /> reported that this committee met on this bill this afternoon and voted to send it to the full <br /> Council with a favorable recommendation. <br /> Mr. Andy Laurent, Economic Development Specialist, Community&Economic <br /> Development, 1200 County-City Building, South Bend,Indiana made the presentation <br /> for this bill. <br /> Mr. Laurent advised that this bill would allow for the appropriation of$655,267,plus the <br /> interest earned thereon, which is tax incremental revenue from the City of South Bend <br /> Studebaker/Oliver Community Revitalization Enhancement District. These funds will be <br /> used to implement the Studebaker/Oliver Redevelopment Strategy. Mr. Laurent stated <br /> that this sum represents the state tax increment income from the CRED designated in the <br /> Studebaker/Oliver Redevelopment Project Area. These revenues are for the state fiscal <br /> years 2002, 2003, 2004. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents <br /> and opponents were given an opportunity to be heard. <br /> 18 <br />
