CITY OF SOUTH BEND JAMES MUELLER, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />ERIC HORVATH, DIRECTOR <br />September 25, 2023 <br />Ms. Andrea Robertson <br />Brownfields Senior Project Manager <br />OLQ Remediation Service <br />IGCN 1275 <br />100 North Senate Avenue <br />Indianapolis, IN 46204 <br />RE: Fredrickson Park —South Bend, Indiana <br />Ms. Robertson, <br />The City of South Bend, Indiana in conjunction with Parsons is planning to construct a methane biofilter <br />at the former landfill also known as Fredrickson Park. The purpose of the activity is to conduct a field <br />pilot study of this emerging technology. <br />This technology utilizes microbial degradation of methane gas to reduce greenhouse gas emissions. <br />Parsons has proven the technology's efficacy in both a laboratory setting (including samples from <br />Fredrickson Park) and has field piloted the technology at orphan oil and gas wells in Canada. Parsons <br />wishes to construct their methane biofilter to conduct pilot scale testing of the technology in a landfill <br />setting and a Midwest state climate. <br />Parsons will construct the biofilter such that a portion of the landfill gases collected by the existing gas <br />extraction system will be piped to the biofilter which is constructed on top of the clay cap. The design <br />distributes the gas through the filter media where methanotrophs metabolize the methane converting it <br />to water and carbon dioxide. Attached to this letter you will find a figure that provides additional details <br />on the size, location, and general specifications of the biofilter and construction considerations. <br />We have worked with Parsons to ensure that the protective elements currently in place at the landfill <br />continue to protect the citizens and environment of South Bend. Parsons has demonstrated that the <br />biofilter design, construction and operation will not impact the protective elements currently in place at <br />Fredrickson Park. The clay cap in place over the extent of the landfill will not be impacted as the biofilter <br />will be constructed on top of the cap and will not be penetrated during construction nor operation. <br />Secondly, the gas extraction system will continue to operate as designed.
