PARC <br />5:01 P.M. <br />,February 28, 2013 <br />Committee Members Present: Henry Davis, Dr. Ferlic, Gavin Ferlic, Tim Scott <br />Other Council Present: Valerie Schey, Derek Dieter <br />Agenda: Annual Organizational Meeting <br />With full committee present and two other council members in attendance, Henry Davis began his PARC <br />meeting by receiving the activity of the committee over the past year. Henry noted they had met five <br />times. Topics covered included improvements at the "Cove ", plans for Miracle Park, Pinhook Park, the <br />Howard Park Ice Rink, the Howard Park Senior Center and improvements to Kennedy and Belleville <br />Parks. He noted with the exception of the "Cove ", little progress or investment was made in the other <br />facilities listed. The parks commissioner had alluded to the need for a park bond last year; but no <br />proposal had been offered. <br />Having asked other council members to think about what they would like to see for the parks in 2013. <br />Henry proceeded to ask each council member for their input. <br />Tim Scott suggested having neighborhood meetings to see what the public wanted to see in the parks. <br />He also suggested an "Adopt a Park" program to reduce up keep costs. In some areas Tim suggested <br />planting wildflowers to keep mowing costs down. <br />Valerie Schey saw a need to investigate the need for and funding of the Blackthorn Golf Course. <br />Derek Dieter agreed that more investigation and scrutiny was needed on all the golf course operations <br />before any bond commitments are made. <br />Dr. Ferlic picked up on the golf discussion wondering whether the city needed three courses. He also <br />thought the city could do a better job of managing zoo. Dr. Ferlic also thought facilities like the Palais <br />and Century Center could better complete for local business with places like the Hilton Garden Inn. <br />Gavin Ferlic, last year's PARC chair, said much progress had been made planning improvements in parks; <br />but the administration had yet to commit to the necessary bond to fund them. <br />Henry spoke last saying he hoped to push for improvement of the rec. centers on the west side including <br />a new west side pool. He went on to propose more trees and plantings to beautify downtown. He <br />agreed the zoo needed more funding. Lastly he suggested a summer job program be expanded for <br />maintenance and programming in the parks. <br />Henry Davis adjourned the meeting at 5:36 p.m. <br />
