tommttUt **port: <br /> Community and Economic Development Committee <br /> go tit tommott touiufl of the City of *outb 140: <br /> The December 18, 1995 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson, Council Member Roland Kelly at 5:20 <br /> P.M.in the Council informal meeting room. <br /> Persons in attendance included Council Members: Kelly,Zakrzewski,Washington, <br /> Puzzello, Luecke, Coleman, Duda, Slavinskas, and Ladewski; Bill Eagan, James Lesko, <br /> Mary Booth, Bob Luan, Michael Trippel, Mike Beitzinger, Michael D. Kaser, Tom <br /> Hoffman,Jon Hunt, Don Porter, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 80-95 which would appropriate $100, <br /> 000.00 of UDAG Fund. Mr. Jon Hunt made the presentation. He noted that the $100, <br /> 000.00 appropriation of Urban Development Action Grant Monies would be a <br /> reimbursement into the Capitalized Predevelopment Fund. This would allow predatory <br /> work for market and/or feasibility studies,design,etc. <br /> Following discussion by the Committee, Council Member Washington made a motion, <br /> seconded by Council Member Zakrzewski that Bill No. 80-95 be recommended to Council. <br /> The motion passed. <br /> The Committee then reviewed Bill No. 81-95 which is a transfer ordinance transferring <br /> $12,760.00 among various accounts within the Department of Community and Economic <br /> Development.Mr.Hunt made the presentation.He noted that it would be transferred from <br /> the West Washington Housing Activity Fund to the Bivens House Move Activity Fund. <br /> Following discussion Council Member Washington made a motion, seconded by Council <br /> Member Puzzello that Bill No. 81-95 be recommended favorably to Council. The motion <br /> passed. <br /> The Committee then reviewed Resolution No. 95-105 which is a three real property tax <br /> abatement request for the property located 1024 South Main Street. <br /> Mike Beitzinger made the presentation of background information. He detailed the <br /> information provided in the memorandum dated December 8, 1995 which concluded that <br /> the proposed request meets the qualifications for a three real property tax abatement(copy <br /> attached). Mr. Mike Tripple the attorney for the petitioner then made the presentation on <br /> behalf of his clients M&K Associates.He noted that currently his client is going through a <br /> condemnation proceeding and that the tax abatement would assist his client in the new <br /> building which has an estimated cost of$200,000.00. <br /> Following discussion, Council Member Washington made a motion, seconded by Council <br /> Member Puzzello that Resolution No. 95-105 be recommended favorably to Council. The <br /> motion passed. <br /> The committee then'reviewed Resolution No.95-106 which is a five year personal property <br /> tax abatement request for the property located at 1215 South Walnut Street. Mr. Mike <br /> Beitzinger reviewed the memorandum dated December 11, 1995 which concluded that the <br /> petitioner meets the applicable tax abatement requirements. <br />
