Committee Report <br /> Community and Economic Development <br /> October 23, 1995 <br /> Page 2 <br /> The Committee then reviewed Resolution No. 95-84 which would amend Resolution No. <br /> 2251-95 and 2247-95 to replace the South Bend Redevelopment Commission on behalf of <br /> Absorbtech,LLC with the name AT of Indiana,LLC. <br /> Mr. Mike Beitzinger noted that this Resolution would be in name only if the Resolutions <br /> identified within this subject Resolution were adopted by the Common Council in June and <br /> that all the particulars of the <br /> project remain the same. <br /> Mr.Peter G. Trybulia the Attorney for the petitioner noted that they were advised that they <br /> must create a new entity in order to hold the land. <br /> Council Member Kelly reiterated erated that the <br /> Resolution in question only changes the name. <br /> Following discussion, Council Member Puzzello made a motion, seconded by Council <br /> Member Zakrzewski that Resolution No. 95-84 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Resolution No. 95-85 which would designate the property at <br /> 3900 West William Richardson Drive as an Economic Development area for personal <br /> property tax abatement for South Bend Absorbtech,LLC. <br /> Mr.Mike Beitzinger reviewed the Community and Economic and Development Department <br /> memorandum dated October 16, 1995 which concluded that the petitioner meets the <br /> qualification for a five year personal property tax abatement(copy attached).He noted that <br /> the amount in the report on page 2 should be$604,000.00 and not$674,000.00. <br /> Mr.Peter Trybulia the Attorney for the petitioner gave further comments.He noted that this <br /> is a resource recovery type for equipment and that since IDEM no longer reviews such <br /> request that all authority now rests with the Common Council. <br /> Council Member Puzzello complimented the petitioner for the equal opportunity policy <br /> statement on affirmative action. Council Member Washington however stated that the <br /> petitioner should go beyond the policy statement provided. <br /> Following discussion, Council Member Zakrzewski made a motion, seconded by Council <br /> member Puzzello that Resolution No. 95-85 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Resolution No. 95-86 which would designate the property <br /> located at 401 South Michigan Street as a Economic Revitalization area for purposes of a <br /> six year real property tax abatement for South Bend Redevelopment Commission on behalf <br /> of the Western Ave. Partners,LLC. <br /> Mr. Mike Beitzinger reviewed the Community and Economic Development report dated <br /> October 16, 1995 which concluded that the petitioner meets the qualifications for a six year <br /> real property tax abatement. Mr. Beitzinger also noted that on,page 2 paragraph 4 under <br /> report summary that"Sample-Ewing Development Area"should be deleted and substituted <br /> with"South Bend Central Development Area"instead. <br />
