Committee Report <br /> Personnel and Finance <br /> December 18, 1995 <br /> Page 2 <br /> Council President Ladewski questioned whether the Carnival for the Arts is being <br /> pursued to come back to the Century Center. Mr. Headman said that they were however <br /> nothing has been worked out in that regard. He also noted that security is now being <br /> contracted out and is working quite well and the lease payment for moveable equipment is <br /> also contractual. <br /> Following further discussion, Council Member Puzzello made a motion, seconded <br /> by Council Member Slavinskas that Bill No. 82-95 be recommended favorably to Council. <br /> The motion passed. <br /> The Committee then reviewed Bill Nos. 83-95 which is a technical correction to the <br /> Non-Bargaining Employee Salary Ordinance and Bill No. 84-95 which is a technical <br /> correction to the Teamsters Salary Ordinance. Mr. Jeff Rinard passed out copies of these <br /> Ordinances for the Committee. He also reviewed a two page hand-out summarizing the <br /> major changes. <br /> Mr. Rinard noted that approximately 2 to 3 weeks ago the city determined that the <br /> last offer of the Humane Society of$230,000.00 for animal control would not be accepted <br /> by the city. As a result Code Enforcement is in the process of having an animal control <br /> program by January 1, 1996. Two positions have been posted plus one secretary. Council <br /> Member Duda voiced concern with regard to where the animals would be housed. Council <br /> Member Zakrzewski stated that on a temporary bases he has been advised that they would <br /> be going to a kennel. Council Member Puzzello suggested that there be an update before the <br /> end of the year on this item since the Council was not formally contacted and that their only <br /> update was through the news media. <br /> Mr. Rinard stated that he would relay that request for an update back to the City <br /> Administration. He noted that in the budget that $180,000.00 had been earmarked for <br /> contractual services for the Humane Society for next year. <br /> Council Member Slavinskas also requested a budget forecast for the city to operate <br /> such an animal control service. <br /> Council Member Luecke noted that it is his understanding that St. Joe County will <br /> still have services from the Humane Society however Mishawaka is still in the same <br /> position as the City of South Bend. <br /> Council Member Slavinskas again stressed the need for updates on fixed costs <br /> verses variable costs and voiced concern over these areas addressing animal control. <br /> Council Member Duda also suggested that regardless of who handles animal control <br /> that more aggressive pet licensing be in place. <br />
