Parks and Recreation Committee <br /> The December 13 , 1993 meeting of the Parks and Recreation <br /> Committee was called to order by its Chairperson, Council <br /> Member Sean Coleman at 4 :45 p.m. in the Council Informal <br /> meeting room. <br /> Persons in attendance included Council Members: Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Coleman, Duda, and <br /> Ladewski; Ron O'Connor, Phil St. Clair, Jeff Rinard, Johnny <br /> Martinez, William Eagen, Don Porter, and Kathleen Cekanski- <br /> Farrand. <br /> Mr. O'Connor made the presentation on Bill No. 111-93 which <br /> would create Section 2-170. 5 entitled "Howard Park Ice Rink <br /> Non Hyphen Reverting Capital Proven Fund" . Mr. O'Connor <br /> noted that the Ordinance would approve the increased fees <br /> passed by the Board of Park Commissioners at its meeting of <br /> October 25, 1993 . It is the desire of the Park Board that <br /> fees be deposited into a separate fund in order to fund <br /> capital improvements to the Howard Park Ice Rink. He then <br /> reviewed two handouts (Copy attached) which detailed the <br /> proposed fee increase for the Ice Rink and the summarized <br /> the non-reverting revenue for the golf, zoo, picnic, alcohol <br /> permits, and East Race from January through November, 1993 . <br /> Council Member'; Ladewski questioned rather senior citizens <br /> would receive any kind of a discount and was advised that it <br /> was not considered. It was also noted that minor is defined <br /> as anyone 17 years and under. Mr. St. Clair spoke in favor <br /> of the proposed increase noting that the Ice Rink was nearly <br /> 50 years old. <br /> Council President Luecke questioned the inconsistency of <br /> when non-reverting funds would be established and when they <br /> would not be. He was advised that this fund was approved by <br /> the Controller's office. Council Member Duda spoke in favor <br /> of the proposed Bill, and Council Member Coleman stated that <br /> this was appropriate for the Parks Department. Following <br /> further discussion, Council Member Kelly, made a motion <br /> seconded by Council Member Slavinskas, that Bill No. 111-93 <br /> be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 112-93 which would <br /> appropriate $10, 000. 00 from the zoo endowment fund to be <br /> used for capital improvements, namely the purchase of <br /> various of gunite apparatus for the Park Department. Mr. <br /> Martinez made the presentation. He stated that the Robert <br /> J. Fitch trust donated $10, 00. 00 in 1993 . It had been <br /> determined that the gunite machines would be appropriate <br /> under the trust to be purchased by the zoo. Mr. Martinez <br />
