Personnel and Finance Committee <br /> The November 8, 1993 meeting of the Personnel and Finance <br /> Committee was called to order by its Chairperson, Council <br /> Member Ann Puzzello at 3 :45 p.m. in the Council Informal <br /> Meeting Room. <br /> Person in attendance included Council Members Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, Ladewski; Terry Bland, Lori Zimmerman, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the purpose of the <br /> meeting was to review two (2) Bills referred to the <br /> Committee for review and recommendation. The first Bill <br /> reviewed was Bill No. 91-93 which would make technical <br /> amendments to Ordinance No. 8396-93 addressing appointed <br /> officers and non-bargaining employees. <br /> Lori Zimmerman of the City Controller's Office made the <br /> presentation. She noted that the Bill would eliminate all <br /> part-time positions. Discussion then took place. Upon a <br /> motion being dully made and seconded Bill No. 91-93 was <br /> recommended favorably to Council. <br /> The Committee then reviewed Bill No. 92-93 which would make <br /> technical correction to Ordinance No. 8297-93 and Ordinance <br /> No. 8298-93 addressing salaries for the South Bend Fire <br /> Department for Calendar years 1994 through 1996. In light <br /> of the fact that there was not a presenter present from the <br /> City of Administration the Bill was sent to full Council <br /> without recommendation. The meeting was then recessed at <br /> 4 : 00 p.m. <br /> At the request of the Council Attorney the meeting was <br /> reconvene at 4 : 50 p.m. The Council Attorney then reviewed <br /> Bill No. 92-93 . She noted that it would make technical <br /> corrections to both of the prior Ordinances passed on July <br /> 29th and August 1st respectively. It sets forth the final <br /> wage and benefit offered of the City which was ratified by <br /> the Firefighter Local Union. She noted that the final <br /> package was within the City guidelines, and she recommended <br /> the Bill favorably. <br /> Following discussion, Council Member Coleman made a motion, <br /> seconded by Council Member Ladewski that Bill No. 92-93 be <br /> recommend favorably to Council. The motion passed. <br />
