REGULAR MEETING <br />Councilmember Warner supports the program. <br />April 11, 2022 <br />Vice President Sheila Niezgodski supports the benefit package program and inquires about the <br />timeframe that will produce results (in a year or so). <br />Denise Riedel responds to the timeframe being accurate. <br />Councilmember Rachel Tomas Morgan supports the update of the presentation to the Council. <br />Tomas Morgan inquires about South Bend being a medium sized city and being one of the few <br />that participates in this program. <br />Denise Riedel responds that South Bend is the only city doing this type of program. The board is <br />committed to being open about the lessons learned as well as communication with other cities of <br />the same size that have similar assets and challenges. <br />Council Tomas Morgan supports the efforts of communication in the program. Tomas Morgan <br />inquires about if Commuters Trust have identified with employers of any ongoing obstacles that <br />they have to increase access within their clientele. <br />Denise Riedel responds that when working with a transient population there are cases that residents <br />may change their number. The program offers digital benefits however residents can struggle with <br />technology. However, the program does offer a thirty-one (3 1) day bus pass that is easier to use <br />along with fully subsidized Uber rides that operate on Sundays. Community partners collaborate <br />with the residents to help sign up for the program as well as providing an SMS system that answers <br />any questions or help the participants in need. <br />Councilmember Karen White mentions the sustainability of the program. Councilmember White <br />inquires while providing transportation, childcare has become an issue as well and asks and if there <br />are conversations with childcare providers. <br />Denise Riedel responds that conversations have existed but were not able to convert those <br />providers into full-time programs; a few have enrolled in the no cost trial. Uber and Lyft have <br />added stops to the ride to work to get children to childcare. <br />President McBride entertains a motion to entertain to resolve to the Committee of the Whole. <br />Councilmembers (inaudible) motions and seconds. <br />President McBride motions carried with no opposition. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />PUBLIC HEARINGS <br />BILL NO. <br />11-22 PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROVING A <br />PETITION OF THE ADVISORY BOARD OF <br />ZONING APPEALS FOR THE PROPERTY <br />LOCATED AT 1033 OAK STREET, <br />COUNCILMANIC DISTRICT NO. 1 IN THE CITY <br />OF SOUTH BEND, INDIANA <br />Councilmember Canneth Lee requests committee report. <br />Councilmember Lori Hamann responds Bill No. 111122 came before the Zoning and Annexation <br />Committee and comes to the Committee of the Whole with a favorable recommendation. <br />Councilmember Lee requests for the petitioner. <br />
