REGULAR MEETING Anril 11.2022 <br />be inclusive to the Council and to communicate to Chair of the Committee and the President of <br />the Council. <br />Councilmember Davis requests clarity on filling a bill. <br />President McBride responds that if the chair is not notified that the bill can be moved without a <br />date. <br />Councilmember Eli White informs that Councilmember Davis needs to take up concern with <br />President McBride. <br />Councilmember Davis questions system of filing for bills. <br />Bill Palmer requests bills are given a date of second reading and giving discretion to the chair of <br />the committee. <br />Councilmember Davis requests clarity if council files a bill on date that is due then it is up to the <br />president. Confirms that he agrees with that. <br />President McBride responds bill must be assigned to correct committee. <br />Councilmember Davis requests that system be put in place. <br />NEW BUSINESS <br />Councilmember Henry Davis Jr. invites council to the Charles Black Recreation Center in response <br />to Washington High School principal being moved along with other issues. Councilmember Davis <br />then presents hostile phone calls to his voicemail. <br />Councilmember Davis suggests that community is victims of lead levels on the West Side of South <br />Bend. The hill is a collection of out houses. Suggests that the statement by the mayor offering more <br />basketball courts versus sanitation. Davis suggests that it is environmental racism and that there <br />needs to be a discussion and a plan. <br />Councilmember Karen White clarifies a Residential Committee for April 14`h and had to <br />reschedule for April 18`h which is also conflicting with events. April 19`h is the next date available <br />and will send out an email to confirm with committee. <br />Councilmember Lori Hamann presents the public feedback on housing at the Charles Black <br />Recreation Center. <br />Councilmember Canneth Lee requests for the residents to be mindful and pray for the victims of <br />the shootings in the past week. Residents should remain mindful of how kids are getting guns and <br />be conscious of where their children are to promote a safe summer (in the wanner months). <br />Councilmember Hamann reminds the Council as an extension of the Childhood Abuse Prevention <br />Resolution that there is a birth equity workshop at the Century Center on Wednesday, April 13`h <br />at 6pm. <br />President Sharon McBride invites people on Wednesday at 5pm to the Center Branch Library to <br />discuss the book and movie Just Mercy and talk about injustices and equality for people getting <br />out of prison and needing assistance. <br />PRIVILEGE OF THE FLOOR <br />Elly Stecker, 1036 Niles Ave, South Bend, IN. Stecker states that she is asking for help with the <br />enforcement of several city ordinances involving noise, obstruction signs and traffic obstruction <br />of a business. Violations are occurring regularly at the Women's Health Center by a group that <br />supports abolishing abortion. No consequences have occurred. Meeting with District 1 <br />Councilmember has not been successful. Councilmember Davis suggested that residents meet with <br />Council over issue. The group is creating unsafe traffic obstruction and cause chaos and anger <br />increasing risk for violence. Stecker asked help for this issue and will email details to the Council. <br />Marilyn Gachaw 2514 Kenwood South Bend, IN 46628. Gachaw states that one thousand (1,000) <br />homes in one thousand (1,000) days impacted her neighborhood. The neighborhood has a lot of <br />10 <br />
