•CITY OF SOUTH BEND OFFICE OF THE CLERK
Chair Troy Warner responded that that would be HR and, likely, the Council attorney.
Committeemember Eli Wax asked about the timeline for this process.
Chair Troy Warner responded that it could potentially be six (6) weeks.
Committeemember Eli Wax requested confirmation that HR and the Council attorney would
hold the documents, provide them to Council for review as needed, and then return them so
Council members could not take information home.
Chair Troy Warner responded affirmatively.
Councilmember Rachel Tomas Morgan thanked Chair Troy Warner for his work and for sharing
an overview of this process. She asked about the next steps.
Chair Troy Warner responded that he hopes to have a plan in place in the next few days.
Attorney Bob Palmer has suggested a resolution for Council to approve.
Councilmember Sheila Niezgodski asked if Council and the public would agree on interview
questions.
Chair Troy Warner responded that one of the keys is the standardization of the criteria. The
public can submit questions to be approved by HR, the Council Attorney, and Council President.
Council President Sharon L. McBride thanked Chair Troy Warner for starting this dialogue.
Committeemember Lori K. Hamann asked if there would be amendments to the ordinance.
Chair Troy Warner responded that no amendments are necessary at this time.
Committeemember Lori K. Hamann asked Attorney Bob Palmer for confirmation that Council
cannot have an executive session to discuss Board members.
Attorney Bob Palmer responded affirmatively, as Board members are not employees.
Committeemember Eli Wax asked if a resolution is passed that narrows authority of the
ordinance, is it binding on all members.
Attorney Bob Palmers responded that it would be a resolution of the full Council by majority
vote and would thus be binding on all Councilmembers.
With no further business, Chair Troy Warner adjourned the Community Relations meeting at
6:25 p.m.
Respectfully Submitted,
Troy W er, Committee Chair
EXCELLENCE ACCOUNTABILITY INNOVATION INCLUSION EMPOWERMENT
455 County-City Building 227 W.Jefferson Bvld South Bend,Indiana 46601 p 574.235.9221 f574.235.9173 TTD574.235.5567 WWWSouthbendin.gov
2
