Residential Neighborhoods Committee <br /> January 15, 1990 <br /> Page 2 <br /> Council Member Coleman suggested that the Council might <br /> consider through the budgetary process the cost of a second <br /> high-ranger for the Park Department. Council Member Voorde <br /> noted that James Seitz had a study conducted several years <br /> ago with regard to the costs for both manpower and <br /> equipment. He suggested that such a study be updated with <br /> regard to this concern. <br /> Council Member Zakrzewski stated that the City should be <br /> very cautious with regard to implementing one project for a <br /> specific area of the City, since other areas will make <br /> similar requests. He gave an example that if street lights <br /> were trimmed in certain areas for crime protection that that <br /> same consideration should be City-wide. He therefore <br /> stressed that new programs would be new dollars which would <br /> have to be carefully studied City-wide. <br /> Mr. Ed Talley then handed out a copy of a letter dated <br /> January 9, 1990 with regard to a proposal of utilizing <br /> members from the Work Release Center, Hope Rescue Center, <br /> The Homeless Shelter, and the DuComb Center to provide <br /> manpower for neighborhood projects such as tree trimming. <br /> (copy attached) <br /> Mrs. DeClercq noted that supervision was a very strong <br /> priority when utilizing such agencies. <br /> Mr. Oxian briefly highlighted his concern over the <br /> receivership program and the lack of funding. Council <br /> Member Luecke stated that because there are no staffs for <br /> the neighborhood organizations and because receivership <br /> programs must have a unified effort to be successful, that <br /> he questioned whether the neighborhood organization was <br /> willing to take on such responsibilities. Mrs. DeClercq <br /> buttressed Council Member Luecke's remarks by stating that <br /> receivership programs have not worked in the past. She <br /> noted that finding seed money to start the program was often <br /> difficult. <br /> The Residential Neighborhood Committee then briefly <br /> addressed the remaining items from the January 8th meeting. <br /> It was suggested that those items which are park related be <br /> reviewed by the Parks Committee, and that those items which <br /> are public work related be referred to that committee, and <br /> that all other items remain with the Residential <br /> Neighborhoods Committee. <br /> It was also suggested that all of the various items be <br /> prioritized and that all Council Members look for creative <br /> ways to address these concerns. <br />
