He stressed that we must as a City look at all <br /> options. <br /> Councilman Duda noted that she had received a petition <br /> signed by approximately 60 individuals requesting that leaf <br /> burning be banned. <br /> Councilman Slavinskas stated that the Council must assess <br /> how high a priority leaf disposal was to the Community. He <br /> noted that when costs are assessed that the City would have <br /> to determine perhaps what other City services would be cut. <br /> Personally he believes that this should have a very high <br /> priority among services of the City. <br /> Councilman Voorde again reiterated that he believed the <br /> Council should accept that an ultimate ban on the burning of <br /> leaves should take place and that a task force under the <br /> Chairmanship of Councilman Duda be established with members <br /> of the medical community, Common Council, City <br /> Administration, and the public be on the Committee to <br /> investigate and report to the Council with reports due June <br /> 1, 1988 and implementation as of September 1, 1988. <br /> The Council Attorney then noted that the Committee could <br /> make recommendations this evening with regard to the <br /> establishment of a task force as well as the establishment <br /> of the premise on which the task force would proceed ahead <br /> the objective in mind would be that burning would be banned <br /> and that they would be charged with looking at alternative <br /> leaf disposal options. Councilman Soderberg noted that <br /> although that was a route of possible action that it would <br /> still require the passage of a City Ordinance by the entire <br /> Council. The Council Attorney noted that Councilman <br /> Soderberg's position was correct. Councilman Puzzello noted <br /> that she could not support a ban at this time but would be <br /> in favor of a task force. Councilman Zakrzewski also noted <br /> that he was in favor of a task force but he could not rule <br /> out burning as an option at the current time. <br /> The Council Attorney then clarified the motion pending for <br /> the Committee, it was that the Committee recommended that a <br /> task force be established which would investigate all <br /> possible leaf disposal options with the basic premise being <br /> that leaf burning would be banned as of September 1, 1988 <br /> and that a program of leaf disposal would be implemented by <br /> that date with a report being submitted by the task force to <br /> the Common Council by June 1, 1988. The motion was seconded <br /> by Councilman Soderberg. Following further discussion <br /> Councilman Duda called the role of the Councilman making up <br /> the Residential Neighborhoods Committee. The motion passed <br /> by a four to one majority with Councilmen Soderberg, Luecke, <br /> Duda, and Voorde in the majority and Councilman Zakrzewski <br /> in the minority.
