Libbing <br />Landmark or District Designation: East Wayne Street Local Historic District, <br />#7796-87 <br />Rating: Non-Contributing <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Tri-level frame, gabled roof with simple rake board; asphalt <br />shingle; third level overhangs first level; large multipane picture window at second level; 6/6 attenuated <br />double hung sashes; ornamental louvered shutters; exterior cladding is brick and vertical wood siding. Two <br />and a half car garage with gabled roof with asphalt shingles clad in vertical siding. <br /> <br />ALTERATIONS: What was probably a screened-in porch was enclosed and added on to some time after 1972 and <br />before 1987. COA 2010-1214 allowed for the removal and replacement of the asphalt shingles. <br /> <br />APPLICATION ITEMS: “1: Install (2) skylights (S. elevation). 2: Replace W. elevation window w/ entry door. 3: <br />R&R existing gutter system w/ new similar k-style (black). 4: R&R existing gable louver w/ larger attic access <br />louver door.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />1. Install two (2) Velux fixed-skylights to the South elevation, <br />2. Replace an existing window (in a later addition to the main structure) with a Therma-Tru “Smooth-Star <br />®” entry door in “Colonial 15 Lite 3Wx5H Simulated Divided Lites” in onyx color. <br /> <br />A number of properties have skylights within the East Wayne Street Local Historic District that are visible from the <br />right-of-way. Many of these skylights do not directly front the street and are on secondary / rear roof faces. 1345 <br />East Wayne Street (South) has a similar age and configuration; it has a roof-mounted skylight on a western garage <br />wing that directly faces the street and appears to have been added sometime before 1986. <br /> <br />Skylight installation is reversible, the opening could be filled-in and the roof ‘restore.’ Skylights are not explicitly <br />prohibited by the East Wayne Street Standards and Guidelines. The roof section does prohibit “adding architectural <br />features or large unsightly fixtures.” <br /> <br />The proposed location for the new rear/side door is on a later/rear addition and is minimally visible from the street. <br />A window installed when the rear addition was constructed will be removed and the opening will be enlarged. <br /> <br /> <br />STANDARDS AND GUIDELINES: EAST WAYNE STREET <br />II. Roofs are covered with a variety of <br />materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most cases have wood fascias with gutters <br />and downspouts. The facias of some vinyl or metal sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be <br />retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. <br />Recommended
