• <br /> Council Member Varner questioned whether the delay in approval occurred due to non- <br /> payment of the filing fee or filing with inadequate data. Mr. Gilot said that the first ten applications <br /> were approved fairly soon after their applications were submitted. The last two applications were <br /> delayed because they arrived late in the year. Council Member Kelly questioned whether there was <br /> a penalty for late filing, and there does not seem to be such a penalty. <br /> Council Member Varner asked whether it would be beneficial to have a multiple year license. <br /> Mr. Gilot said that it would be quite helpful and that a three to five year license with a short review <br /> each year would be less time consuming and more efficient. Mr. Gilot also stated that with the <br /> passage of new laws,transfer facilities will be substantially different under the new standards which <br /> require that much of the facility be indoors. Under the new standards, the type of businesses <br /> maintained by most of the current applicants would probably not qualify; however, the current <br /> licensees would probably be grandfathered. <br /> Council Member Kirsits arrived around 4:12 p.m. after Mr. Gilot's presentation. Council <br /> Member Varner then made a motion which Council Member Kelly seconded to send Bill No.04-129 <br /> to the full Council with a favorable recommendation. The motion passed unanimously. <br /> There being no miscellaneous business or further business, Committee Chair Dieter <br /> adjourned the meeting at 4:15 p.m. <br />
