STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: October 12, 2021 <br />Application Number: 2021-0924 <br />Property Location: 1220 East Wayne Street North <br />Architectural Style/Date/Architect or Builder: Split-level / 1957 / <br />“Donahue House” <br />Property Owner: Michael Choinacky <br />Landmark or District Designation: East Wayne Street Local Historic <br />District, #7796-87 <br />Rating: Non-Contributing <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Two story “T” plan with pyramidal roof on two-story section. <br />Horizontal sliding windows, picture windows, brick sills, pent roof at first floor lintel line; porch roof <br />extended from garage supported by ornamental steel, second story has vertical wood siding. <br /> <br />ALTERATIONS: COA 1994-0610 (DENIED) applied to install vinyl material to the soffit. 2015-1211 <br />allowed for the tear-off and re-roof of the entire house. <br /> <br />APPLICATION ITEMS: “New gutters and replacement soffits & fascia with aluminum. The soffits are <br />deteriorating to the point that they hang below the gutters. Multiple companies were brought out to give quotes, <br />they spoke of a flawed design and none would do wood. Aluminum provides greater energy efficiency, less <br />maintenance, no worry of rot or deterioration and creates a stronger barrier against bugs and critters finding their <br />way into the house. (We’ve had bats in the house before!) Thank you for considering our request, our house is <br />from the 50’s and aluminum was used during this time. We would not be the only house with aluminum soffits in <br />the neighborhood.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />1. Replace the existing gutters, <br />2. Install new aluminum soffits & fascia, <br /> <br />Staff find no issue with replacing the gutters and would administratively approve that component of the project. <br /> <br />Previous homeowners applied to install vinyl over the soffit in 1994 with COA 1994-0610. This was reviewed by <br />the Commission and denied; Staff at the time recommended that the property be monitored to determine if the <br />problem would persist in subsequent years. No further application to install material over the soffit occurred. <br /> <br />All structures require maintenance. If there is a structural deficiency in the way the soffit was constructed, the <br />soffit should be reconstructed to remedy this deficiency. Were a contractor found that would execute a <br />reconstruction of the soffit (with new interior structure elements and wood soffit), staff would administratively <br />approve that project. <br /> <br />STANDARDS AND GUIDELINES: East Wayne Street <br />II. EXISTING STRUCTURES <br />A. BUILDING MATERIALS <br />Original exterior wall materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. <br />In some instances, vinyl or aluminum siding have been applied over the original surface <br />Required <br />Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and <br />painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by <br />replicas of the same design and materials when deteriorated beyond despair. Masonry including brick, limestone, flagstone, sandstone and <br />stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the <br />preservation of the surface: i.e. low pressure water and soft natural bristle bushes. When repairing stucco, stucco mixture compatible in <br />composition, color and texture shall be used.
