The report concluded that the petitioner meets 1 the qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South Bend Municipal Code addressing"Single Family Real Property Abatement". Mr. Tiberius Mihalache, the petitioner, then made a presentation. He noted that two(2) years ago he built two (2) houses valued then between $65,000-$70,000 which have increased in value by $25,000-$30,000. He believes that the proposed home would further add to the value of the neighborhood. No one from the p ublic spoke in favor or against the Bill. Following discussion, Council Member Kelly mad e a motion, by Council il Membe r Kuspa a that Bill No. 03-51 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 03-52 which is a five (5) year residential real property tax abatement request for the properties located at 3102 and 3108 Northside Boulevard petitioned for by Tiberius Mihalache. Michael Beitzinger, Economic Development Specialist, reviewed his report dated May 20, 2003 (copy attached). Mr. Beitzinger stated that the petitioner proposes to build a multi-family, two- story quad plex with a total living area of 3,840 square feet with a projected new dollar investment of $200,000. The report concluded that the petitioner meets the qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South Bend Municipal Code addressing "Single Family Real Property Abatement". He then circulated three(3) pictures depicting the current house located on the property which would be torn down. Mr. Tiberius Mihalache,the petitioner, then made a presentation. He noted that this investment in the neighborhood would be beneficial. At the request of Council Member King, Mr. Mihalache then provided information with regard to the remonstrators who appeared at the Area Plan meeting. He stated that he obtained the property through foreclosure and noted that it is an eyesore. The 1 remonstrators contended that the new construction would block their view of the river, which Mr. Mihalache stated that it would not. He stated that basically the remonstrators did not want anything built next to them. Council Member King noted that Dennis Whitacker spoke in favor of the project when it came before the Area Plan Commission. No one from the public spoke in favor or against the Bill. Following discussion, Council Member Kuspa made a motion, seconded by Council Member Kelly that Bill No. 03-52 be recommended favorably to Council. Under miscellaneous business, Mr. Beitzinger introduced an intern, Magee Cook, who is a Junior at St. Mary's College where she is majoring in Finance and lives in LaPorte.
