ZONING & ANNEXATION COMMITTEE JUNE 9, 2008 <br />Committee Members Present: Councilmember's Oliver Davis, Vice Chairperson, Tom <br />LaFountain, David Varner <br />Councilmember's Present: Tim Rouse, Karen White, Derek Dieter, Ann Puzzello; <br />Others Present: Rita Kopala, Jeff Vitton, Gary Gilot, John Phair, Paul Phair, Kathleen Cekanski- <br />Farrand, John Voorde <br />BILL NO.08-55 -FISCAL PLAN GERMAN TOWNSHIP <br />Councilmember Oliver Davis, Vice-Chairperson, called the meeting to order at 3:00 p.m., in <br />Chairperson Kirsits absence. Vice-Chairperson Oliver Davis began by introducing Jeff Vitton of <br />Community & Economic who explained in detail the fiscal plan for the proposed annexation area. <br />The purpose for the annexation is to provide a corridor for a four lane extension of Auten Road to <br />the west linking up with a proposed interchange on the St. Joe Valley By-Pass. The fiscal impact <br />on the public safety sector is negligible. Ambulance service is already provided. The estimated <br />$10 million dollar roadway, some years off, will serve the Portage Prairie development. The land <br />use is seen as consistent with City Plan. Karen White asked if Airport TIF funds were to be used <br />for the project. Vitton said yes. Gary Gilot explained the value of long-range transportation <br />planning. Tim Rouse expressed concerns about the city's ability to provide police and fire <br />protection over a wider and wider area. Gary Gilot said he understood. Councilmember Varner <br />made a motion to recommend to the full Council favorably, seconded by Councilmember <br />LaFountain. The motion carried. <br />BILL NO. 23-08 -ANNEXATION GERMAN TWP. WAGGONER FARMS <br />Councilmember Oliver Davis, Vice-Chairperson continuing to chair introduced John Phair of <br />Holladay Corp., who provided a drawing (attached) of the proposed Auten Road extension <br />intended to be a main east-west corridor serving Holladay's Portage Prairie development <br />Annexation of this parcel would secure the right-of-way for the extension. Only Don Brubaker <br />spoke, questioning the effect of increased traffic. Councilmember Varner made a motion to <br />recommend to the full Council favorably, seconded by Councilmember LaFountain. The motion <br />carried. <br />BILL NO.08-49 -SPECIAL EXCEPTION AT 60150 IRONWOOD ROAD <br />Councilmember Oliver Davis, Vice-Chairperson called upon Chuck Bulot, recently appointed <br />director of the Building Department to give the BZA report which was favorable. Derek Spier of <br />Abonmarche further explained the request for a trailer on the development site for marketing <br />purposes to be located there only until a model home was built and then used for the same <br />marketing task. (See attached site plan) Srian Miller of Weiss Homes was ready to answer <br />questions but there were none. Councilmember Varner made a motion to recommend to the full <br />Council favorably, seconded by Councilmember LaFountain. The motion carried. <br />BILL NO.08-50 -SPECIAL EXCEPTION 1101 S. MICHIGAN STREET <br />BILL NO.08-51 -SPECIAL EXCEPTION 121 GARST STREET <br />For discussion purpose Vice-Chairperson Oliver Davis combined Bill Nos. 08-50 and 08-51 in that <br />both requested special exceptions were needed to allow the Real Services expanded "Meals on <br />Wheels" project to move ahead. <br />
