South Side Development Area <br /> 1) continued... <br /> Upon a motion by Mr. Alford, seconded by Mr. Downes and unanimously carried, the <br /> Commission approved the Proposal for engineering services to address drainage issues on <br /> Fellows Street. <br /> F. Northeast Neighborhood Development Area <br /> There was no business in the Northeast Neighborhood Development Area. <br /> G. Douglas Road Development Area <br /> There was no business in the Douglas Road Development Area. <br /> H. Other <br /> 1) Resolution No. 3114, approving and authorizing execution of an annual Master Agency <br /> Agreement by and between the South Bend Redevelopment Commission and the City <br /> of South Bend, Indiana, Board of Public Works relating to 2013 projects. <br /> Mr. Inks noted that at the beginning of every year we enter into a Master Agency Agreement <br /> for the Board of Public Works to undertake public improvement projects for the <br /> Redevelopment Commission. Then we amend that as individual projects come along to <br /> include them into the original Master Agency Agreement. Staff recommends your approval. <br /> Mr. Varner made a motion to approve Resolution No. 3114, approving and authorizing <br /> execution of an annual Master Agency Agreement by and between the South Bend <br /> Redevelopment Commission and the City of South Bend, Indiana, Board of Public Works <br /> relating to 2013 projects. Mr. Downes seconded. The motion carried on a vote of four to <br /> one. Mr. Davis opposed. <br /> 2) Resolution No.3115 setting procedures for contracts for property related services <br /> (2013). <br /> Mr. Inks noted that this is an annual housekeeping item. Redevelopment staff in the past has <br /> been authorized to have title searches, appraisals, land surveys, and environmental Phase I <br /> surveys done. Resolution No. 3115 gives the staff the authority to do that again in 2013 and <br /> sets price limits for staff to stay within on those activities. <br /> Mr. Davis noted that the Council established the Diversity Utilization Board to encourage <br /> city contracts to be offered out to bid to minority and women owned businesses. He wanted <br /> to be sure the Commission would follow through and use minority and women owned <br /> 15 <br />
