REGULAR MEETING OCTOBER 22, 2012 <br /> <br /> <br /> <br /> <br />Mr. Voorde advised that according to state law a separate salary ordinance is required. Meeting <br />that requirement this bill requests a 2% salary increase is submitted your Council consideration. <br />He advised that other non-bargaining City employees have been budgeted for this same increase. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Scott seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br /> <br /> <br />BILL NO. 61-12 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 2, <br /> ARTICLE 4, SECTION 2-13 (A) AND (B) OF <br /> THE SOUTH BEND MUNICIPAL CODE TO <br /> CHANGE THE NAME OF THE COMMUNITY <br /> AND ECONOMIC DEVELOPMENT <br /> DEPARTMENT TO THE COMMUNITY <br /> INVESTMENT DEPARTMENT, AND TO MAKE <br /> ALL OTHER CHANGES CONSISTENT <br /> THEREWITH <br /> <br />Councilmember White, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br /> <br />th <br />Mayor Pete Buttigieg, 14 Floor County-City Building, 227 W. Jefferson Blvd., South Bend, <br />Indiana, made the presentation for this bill. <br /> <br />Mayor Buttigieg advised that the Community and Economic Development Department has been <br />reorganized, and now desires to change its name to the Community Investment Department to <br />reflect a comprehensive approach to improving the quality of life for all in South Bend, with <br />Departmental functions that include, but are not limited to, business assistance, administration of <br />economic resources, neighborhood and community engagement, and urban planning. The <br />Department’s current title may suggest that the two roles of community development and <br />economic development are separate functions, while the new title integrates these two into a <br />more holistic approach that invites a broader spectrum of considerations into any policy action. <br />He noted that the title Community Investment, itself, reflects the policy position that applications <br />of community resources are to be viewed as an investment rather than a subsidy, with leveraged <br />return for benefit of the entire South Bend Community. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill.
