REGULAR MEETING OCTOBER 22, 2012

extraordinarily misleading. Those people are not indicative of supporting the Avon and think it
might surprise the Council that some of the members of this Common Council in fact appear in
that group as supporters of the Avon. Not saying that you support it, he is not saying that you
oppose, he is saying that you probably don’t know if you were added to that group, just like a
good deal of those people probably don’t know that they were added to the group.

Nick Schafer, Communication Development Coordinator, St. Joseph County Public Library, no
address given advised that there have been a lot of things that have been talked about this
evening and one element that he wanted to speak about is that about parking. Parking is a by-
product of this plan. It is an issue in downtown South Bend that they all know about and in the
long term plan as you see in the binders they have addressed that in the interim once the space
that is currently occupied by the former Avon Theater comes down, they will put up some
parking as a temporary solution. But what you have to realize is that footprint in the schematics
that were provided to the Council. The space occupied by the Avon Theater is what will be
children’s services. It’s what will be local and family history, it is getting in the way of progress
and that is what they are here for tonight to hope that the Council will agree with them.

BILL NO. 54-12 PUBLIC HEARING ON A BILL FIXING
MAXIMUM SALARIES AND WAGES OF
APPOINTED OFFICERS AND NON-
BARGAINING EMPLOYEES OF THE CITY OF
SOUTH BEND, INDIANA, FOR THE
CALENDAR YEAR 2013

Councilmember Dieter made a motion to continue this bill until the October 29, 2012 meeting of
the Council. Councilmember Henry Davis seconded the motion which carried by a voice vote of
nine (9) ayes.

BILL NO. 55-12 PUBLIC HEARING ON A BILL OF THE
COMMON COUNCIL OF THE CITY OF SOUTH
BEND, INDIANA SETTING THE ANNUAL
SALARY FOR THE MAYOR FOR THE
CALENDAR YEAR 2013

Councilmember White, Chairperson, Personnel & Finance Committee, reported that this
committee held a Public Hearing on this bill this afternoon and voted to send it to the full
Council with a favorable recommendation.

th
Mayor Pete Buttigieg, 14 Floor County-City Building, 227 W. Jefferson Blvd., South Bend,
Indiana, made the presentation for this bill.

Mayor Buttigieg advised that this bill would fix the annual salary compensation for the Mayor.
He stated that the compensation represents a 2% increase. He noted that he plans to forgo this
pay increase and donate 4% of his salary back to the general fund.

This being the time heretofore set for the Public Hearing on the above bill, proponents and
opponents were given an opportunity to be heard.

There being no one present wishing to speak to the Council either in favor of or in opposition to
this bill, Councilmember Dieter made a motion for favorable recommendation to full Council
concerning this bill. Councilmember Oliver Davis seconded the motion which carried by a voice
vote of nine (9) ayes.

14
