She concluded that the proposed project <br /> meets the qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South <br /> Bend Municipal Code addressing"Single Family Real Property Abatement"(report attached). <br /> Mr. Steve Cooreman, President of the Cooreman Real Estate Group then made a presentation. He <br /> provided a site map of the subject area to the Committee(copy attached). Mr. Coorman stated that <br /> there are 114 lots in the villa community with 105 addressed in the petition. The project promotes <br /> maintenance free living since all snow & leaf removal and grass cutting would be done by the <br /> Association. They are targeting empty nesters and professionals. Five (5) exclusive builders <br /> would be involved with the individual owners selecting the builder and the type of structure. There <br /> is a ten (10) acre lake with depths of 8-10' deep proposed as indicated on the site map which will <br /> be stocked with bass and blue gill. Water and sewer services to the area would begin in the next <br /> two (2) weeks. Mr. Cooreman stated that they hope to be ready for the "Showcase of Homes" in <br /> May of 2003. <br /> Council Member Kirsits inquired what the average cost of the villas would be. Mr. Cooreman <br /> stated that they would run between$170,000 to $350,000 each, which would include the price of <br /> the lot. The proposed project would be between$20-22 million. <br /> In response to a question from Council Member Coleman, Mr. Coorman noted that all units would <br /> be single-family with uniformity in building styles. There would be different roof angles, a <br /> selection of brick types, and a complimentary color schemes. Average square footage would run <br /> between 1,400' to 1,600' away from the lake,and 2,000 square foot units closest to the lake. <br /> Mr. Cooreman stated that there was a contiguity issue in response to a question from Council <br /> Member Aranowski with regard to the other lots. They would be directly across from the <br /> Westward Knolls development which is in the county. <br /> Jon Hunt spoke in favor of the proposed development. He noted that next Tuesday the Board of <br /> Public Works would be approving a development agreement and then begin on the sewer <br /> construction. He also noted that Westward Knolls is subject to a compact agreement. <br /> Following discussion, Council Member Kirsits made a motion, seconded by Dr. Varner that Bill <br /> No. 02-78 be recommended favorably to Council. The motion passed. <br /> Under unfinished business, Council Member Coleman noted that Zoo Veterinarian Dr. Jeremy <br /> Goodman and Parks &Recreation Fiscal Officer Bill Carleton had arrived and requested that they <br /> be given the opportunity to address Bill No. 81-02 addressing the $130,000 appropriation.
