STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: July 12, 2021 <br />Application Number: 2021-0701 <br />Property Location: 619 Park Avenue <br />Architectural Style/Date/Architect or Builder: Free classic / 1893/ <br />Pershing House <br />Property Owner: Lou Sabo <br />Landmark or District Designation: Chapin Park Local Historic District, <br />Ordinance #9574-05, Chapin Park National Register District <br />Rating: Outstanding <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE : Irregular plan two-story (with attic) with asphalt shingled hipped <br />roof with front gables. Frieze board with molded cornice and a splayed front gable. A rear addition with shed <br />roof bay with very wide paneled frieze. A half width front porch with low pitched gable roof forming a <br />pediment with entablature supported by Doric wood columns and a wooden balustrade. Windows are double <br />hung with molded entablatures, aluminum storms and screens. An oval window with leaded stained glass in <br />gable end of front. Multiple additions to rear. <br /> <br />ALTERATIONS: COA 2005-1025-2 allowed for the partial replacement of the wood lattice on the rear of the <br />back porch with sold panels. <br /> <br />APPLICATION ITEMS: “Add a double window to blank side of existing addition to house, on the second floor. <br />This space is 13’ wide by 8 1/2’ high (sided part), the new window would be about 5’ x 5’.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Add a salvaged / historic window unit to the second story south façade of a later, rear addition to the <br />structure. <br /> <br />The property owner is working with neighborhood window restoration enthusiasts to install a salvaged wood <br />window unit. Window to be trimmed out and finished to replicate existing trim around other windows. <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double-hung <br />windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding <br />has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm <br />windows; the other half have wood storm windows. <br /> <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and <br />hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br /> <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not damage existing <br />frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When <br />metal storm doors are used, they should be painted, anodized or coated to match the existing.
