REGULAR MEETING MAY 27, 2008 <br /> <br /> <br />Councilmember Dieter, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a meeting this afternoon and it was the <br />consensus of the committee to send this bill to the full Council with a favorable <br />recommendation. <br /> <br />Ms. Ann Kolata, Senior Redevelopment Specialist, Community & Economic <br />th <br />Development Department, 12 Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Kolata advised that this bill would allow for the appropriation of $1,000,000 from <br />the Industrial Development Fund, Fund #434, for repayment of the Section 108 Loan for <br />the Studebaker/Oliver Project. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember White made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Varner seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 28-08 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING $178,320 <br /> WITHIN FUND 212 FROM THE U.S. <br /> DEPARTMENT OF HOUSING AND URBAN <br /> DEVELOPMENT SHELTER PLUS CARE <br /> GRANT PROGRAM <br /> <br />Councilmember Dieter, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a meeting this afternoon and it was the <br />consensus of the committee to send this bill to the full Council with a favorable <br />recommendation. <br /> <br />th <br />Ms. Pam Meyer, Director, Community & Economic Development, 12 Floor County- <br />City Building, 227 W. Jefferson Blvd, South Bend, Indiana, made the presentation for <br />this bill. <br /> <br />Ms. Meyer advised that this bill would allow for the appropriation of $178,320 in renewal <br />funding under the 2007 Shelter Plus Care Program and covers the period from August 1, <br />2008 through July 31, 2009. She noted that the City serves as a fiscal agent and recipient <br />of funds for the eligible agencies received the Shelter Plus Care Program dollars. The <br />funding allocated provides assistance with housing for Madison Center’s severely <br />mentally ill clients and Aids Ministries HIV/Aids clients. Ms. Meyer also noted that one <br />of the Department of Housing and Urban Development’s top priorities is addressing <br />homelessness and with the continuance of these projects makes a significant contribution <br />toward assuring the development of a continuum of care system in the community. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill.
