Memorandum <br />June 2, 2021 <br /> <br />TO: Board of Public Works <br /> <br />FROM: Angela Rose, Department of Community Investment <br /> <br />SUBJECT: Text and Map Amendment to Sewer and Water Extension Policy for Areas <br />Outside of the City Limits Policy <br /> <br /> <br />A text amendment is requested for the Sewer and Water Extension Policy to change “Septic <br />Tank” to “Septic System” per recommendation of the County Health Department. The text <br />change would be made to Section 3 (b) and would now read: <br />“(b) Health Department Exception. The St. Joseph County Health Department, with agreement <br />from the Board, has declared a public health hazard due to contaminated wells or failing <br />septic system so that:…” <br /> <br /> <br />A text amendment per recommendation of Public Works to remove “including a <br />connection” from Section 2 and would now read: <br />“The City, through the Board, shall not extend sewer and/or water services to a parcel outside <br />City limits unless…” <br />This would allow for lateral connections to Sewer and/or Water Mains if they are already <br />existing next to the property. <br /> <br />The map update would be to include a parcel owned by the St Mary's College Notre Dame <br />located just north of the City boundary which was overlooked in the earlier version of the <br />policy map.
