Night lights will be operable when the helicopter is <br /> making an approach and when leaving, and the lights will not shine into any residential areas. <br /> They would also have extra landscaping. <br /> Mr. Gary Fisk of DLZ then showed a series of pictures on a presentation board to the committee, <br /> along with a detailed map. He then summarized the decibel readings which were taken with 58 <br /> decibels being the average for the helicopter test site chart. There were multiple sites with the <br /> following results: <br /> 89-94 decibels 1st hover test <br /> 89-96 decibels 2nd hover test <br /> 89-96 decibels Ambulance test <br /> In response to a question from Council Member Puzzello, Mr. Fisk stated that 40 seconds was <br /> the period of time for the highest decibel. <br /> Council Member Rouse noted that since one of the tests was taken on a Friday when St. Joseph <br /> Grade School was in session, and since no complaints were received, he believes that that fact is <br /> important when weighing this request for the hospital. <br /> Dr. Varner noted that the transportation request for the helicopter would be used primarily for <br /> organ transplants,burn victims and special needs. <br /> Council Member Kuspa stated that the noise from an ambulance is more shrill than a <br /> helicopter's,and that he sees the medical helicopter as a medical necessity to help save lives. <br /> Mr. Zappia noted that they expected that there would be 4-5 helicopter runs per month. <br /> Council Member Puzzello noted that she has been in touch with many residents in the <br /> neighborhood,and that they understand that there will be some noise involved. <br /> Council Member Kuspa then opened the meeting for public comments. There was no one to <br /> speak in favor of the Bill. Sandra McGregor of 51418 Orange Road, South Bend, Indiana 46628 <br /> spoke in opposition to the Bill, noting that people without air conditioners have their windows <br /> open and that there will be noise. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Dieter that Bill. <br /> No. 05-10 be recommended favorably to Council.
