STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: April 28, 2021 <br />Application Number: 2021-0421 <br />Property Location: 930 Riverside Drive <br />Architectural Style/Date/Architect or Builder: Queen Anne / 1908 / <br />“Sharples House” <br />Property Owner: William and Shannon Brewster <br />Landmark or District Designation: Riverside Drive Local District <br />#7469-85 / Chapin Park National Register District <br />Rating: Outstanding <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: Two story frame house on a brick foundation with attic and a large <br />cylindrical tower with curved windows at southwest corner. 4” wood siding, with wide wood band trim. <br />Asphalt shingled roof is 12/12 hip with several gabled and hip dormers. Concrete steps lead to the offset front <br />entry porch which has brick piers and wooden columns surmounted by a pedimented roof with denticulated <br />frieze. A double-leaf glazed wood framed door with leaded glass side lites and glazed transom provides entry <br />to the house. Windows are 1/1 double-hung throughout, with some fixed windows on the east face of the later <br />rear addition(s). A two story rear addition was added in 2005. The Indiana Historic Sites and Structures <br />Survey report references the close proximity of the neighborhood, specifically “In area of significant homes – <br />side somewhat constrained by surrounding structures.” <br /> <br />ALTERATIONS: COA #2005-0823 allowed for the removal of an oak tree. COA #2005-0707 allowed for the <br />construction of a two-story addition at the rear of the property, matching the existing architecture, materials. COA <br />#2004-0412 allowed for tear off and reinstallation of asphalt shingles. COA #2003-1001-2 allowed for the tear-off <br />and reinstallation of asphalt shingles. COA #2005-0525 allowed for the replacement of the floor decking and <br />related portions of the front porch. COA #1999-0413 allowed for the replacement of the metal gutters and <br />downspouts. <br /> <br />APPLICATION ITEMS: “Addition of approx 7 feet to the east side of the back portion of the house. It will <br />enlarge the existing family room & kitchen. The Addition will utilize identical building materials to those of the <br />existing house and retain the same architecture & styling.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />a. Construct a one-story addition at the northeast side of the house, <br />i. Overall addition dimensions: approximately 7’ wide by 26’ long, <br />ii. Two double hung windows mimicking the existing trim and finishes, <br />iii. Roof will be asphalt shingles with a 5/12 roof pitch, <br /> <br />The lot tapers to the rear. The homes in this stretch of Riverside Drive are very close together. Multiple lots have <br />homes encroaching on the required side setbacks. The applicant has had conversations with the Zoning <br />Administration team regarding the proposed project. <br /> <br />An additional plan that complies with the required 5’ Zoning setback was also submitted. This proposed plan is for <br />a 5’ x 26’ long addition. Staff would support either iteration of this project. The previous addition to this property <br />executed by the current owners and completed in 2005 resulted in a sympathetic addition with traditional materials. <br /> <br />STANDARDS AND GUIDELINES: Riverside Drive <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, or any new <br />addition to an existing building. New construction should be designed considering the appearance of the other buildings in <br />the neighborhood.
