STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: May 3, 2021 <br />Application Number: 2021-0429 <br />Property Location: 655 River Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-El / 1894 <br />Property Owner: Dori Walterhouse & Caleb Stinson <br />Landmark or District Designation: Edgewater Local Historic District, #6846-80 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: One story structure with an attic set upon an irregular brick <br />foundation situated on a double lot at the end of River Avenue. There is a stall brick chimney on the west <br />side. The exterior walls have been covered with wood shingle siding and the cross gable roof is covered with <br />fiberglass shingles. The 2/2 windows and storms appear to be original to the house. The 4/1 wood windows <br />may be original to the enclosure noted in the 1933 Assessor’s Card. <br /> <br />ALTERATIONS: The Assessor Card notes that in 1933 the porch was enclosed and there was an addition to the <br />front of the house. It also notes that there was wood siding which was covered after 1949. COA #1987-1116 <br />allowed for the replacement of the roof shingles. COA #2010-1206B allowed for the construction of a 6’ x 12’ <br />addition at the northwest corner, renewed/extended for one year in September of 2014 (never completed). COA <br />#2015-0916 allowed for the removal and replacement of the roof shingles and the installation of new garage doors. <br />COA #2016-1103 allowed for the construction of a 6’ x 12’ addition at the northwest corner (never completed). <br />Administrative Approval #2021-0408A allowed for the unveiling and restoration of the original siding, trim, <br />molding, and window surrounds, the restoration of the original windows, the replacement / repairs to existing <br />peaked and flat roofs (including underlayment and flashing), and the replacement of the basement hatch. <br /> <br />APPLICATION ITEMS: “See attached document.” <br /> <br />Extend roof line to eliminate existing flat roof for long-term protection – as seen from east and west profiles. <br />• Wood clapboard to be sourced from salvage when possible, purchased new to match existing if needed. <br />Add window at peak of proposed north wall AND add dormer with wood window on east-facing roof slope. <br />• Wood windows to be sourced from salvage when possible, hand built if needed. <br />Increase slope of larger lean-to (currently flat) roof from 0.75:12 to 2.5:12 to be suitable for shingles – as <br />seen from north, west, and south profiles. <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />a. Extend the north facing gable out over an existing shed-roofed addition, installing new wood siding <br />matching the existing siding per the submitted documentation, <br />i. Add a wood window on the north face of the newly constructed wall, <br />ii. Add a dormer with wood window on east-facing roof slope, <br />b. Increase the slope of the west facing shed roof to a height appropriate for the installation of <br />shingles. <br /> <br />This property is an ongoing restoration and rehabilitation by the current owner with an expressed interesting in <br />rehabilitating existing wood windows, siding, and trim. <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />III.
