APPENDIX C <br />H'Sbadoc pregervatuan commuggpon <br />of south bend and st. joseph county <br />ROOM 1123 COUNTY CITY BUILDING <br />south bend, indiana 46601 (219) 284-9798 <br />RESOLUTION 1-88 <br />TO EXPRESS THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & ST. JOSEPH COUNTY'S <br />SUPPORT FOR THE PROPOSED STATE LEGISLATION ENTITLED THE "HOMETOWN INDIANA GRANT <br />PROGRAM". <br />WHEREAS, THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & ST.JOSEPH COUNTY <br />recognizes the importance of Historic Preservation, outdoor recreation, and community <br />forestry in the promotion of economic development, the quality of life and tourism <br />in the City of South Bend and St. Joseph County; and <br />WHEREAS, the health, educational and cultural benefits which accrue to our citizenry <br />as a result of historic facilities and sites, park, recreation, open space, and <br />community street trees and landscaping, are essential to our community's vitality <br />and future growth; and <br />WHEREAS, federal support programs, such as the Land and Water Conservation Fund, <br />Urban Park and Recreation Recovery program, Historic Preservation Rehabilitation <br />Grant Program, Urban Forestry Grant Program, which have encouraged local government <br />to provide facilities and resources for these valued services, have virtually been <br />eliminated; and <br />WHEREAS, the loss of Sharing and Community Development Block Grant funds, has <br />created a serious burden on local units of government to provide even the most <br />basic services. <br />NOW THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND <br />& ST. JOSEPH COUNTY, INDIANA, THAT: <br />1. The Historic Preservation Commission of South Bend & St. Joseph County expresses <br />wholehearted support for the propsed new state legislation titled the "Hometown <br />Indiana Grant Program", which supports Indiana communities and counties through the <br />provision of a matching fund program for the preservation of historic sites and <br />structures; acquisiton, development, and renovation of public parks and recreational <br />facilities; and community forestry planning, planting, and education projects. <br />PASSED AND ADOPTED by the Historic Preservation Commission of South Bend & St. <br />Joseph County upon this 26th day of January, 1988. <br />ATTAQT. <br />
