A Certificate of Achievement is valid for a period of one year only. We believe that our current <br /> comprehensive annual financial report continues to meet the Certificate of Achievement <br /> Program's requirements, and we are submitting it to the GFOA to determine its eligibility for <br /> another certificate. <br /> Acknowledgments. The preparation of the comprehensive annual financial report was made <br /> possible by the dedicated service of the City's departmental fiscal officers and the staff of the <br /> Department of Administration and Finance. Each fiscal officer and member of the <br /> Administration and Finance Department has my sincere appreciation for the contributions made <br /> in the preparation of this report. In addition, I would like to thank the Field Examiners of the <br /> Indiana State Board of Accounts (led by Doug Wiese and Bruce Snyder) for their hard work and <br /> dedication in this effort. <br /> In closing, without the leadership and support of former Mayor Stephen Luecke, current Mayor <br /> Pete Buttigieg, City Department Heads, and members of the City of South Bend Common <br /> Council, preparation of this report would not have been possible. <br /> Sincerely, <br /> Mark W.
