Personnel and finance Committee 2005 South Bend Common Council <br /> The September 12, 2005 meeting of the Personnel and Finance Committee was called to order <br /> by its Chairperson, Council Member Roland Kelly at 3:15 p.m. in the Council Informal Meeting <br /> Room. <br /> White, Rouse, <br /> Pfeifer, <br /> Persons in attendance included Mayor Stenhen Members <br /> Charles Leone,lCatherine Toppel, Building <br /> Varner, Kuspa, and Kelly; May p <br /> pola, City <br /> Commissioner Don Fozo,Public Works Director Gary Fanellor City Clerk John V000rde and <br /> Attorney Charles Leone, City Controller M. Catherine <br /> Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Kelly called for a presentation on three and(3 Bills <br /> Lerelated <br /> of taxation the 2006 <br /> tthy <br /> budget, namely Bill No. 52-05 which would levy tax <br /> purpose of raising revenue to meet the necessary expenses of the city for the 2006 fiscal year; <br /> Bill No. 53-05 which would appropriate monies for the purpose ould appropriate monies from <br /> department for the 2006 fiscal year; and Bill No. 54-05 <br /> designated enterprise funds for the 2006 fiscal year. <br /> Mayor Luecke thanked the Council and in particular the everal weeks on the proposed 2006 <br /> Personnel <br /> holding the many committee meetings held over the past <br /> budget. He noted that they Administration uses an 80% of the assessed final ad just of the previous <br /> the <br /> year's assessment in preparing the budget with the DLGF making <br /> Mayor noted that the City would continue to provide all city services as it has in the past and that <br /> they are attempting to levy to the maximum amount. <br /> Council Member Kuspa made a motion, seconded by Dr. Varner that Bill Nos. 52-05, 53-05 and <br /> 54-05 be recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Substitute Bill No. 55-05 which <br /> wo for <br /> fix maximum salaries and wages for appointed officers and non-bargaining employees <br /> calendar year 2006 (copy attached). <br /> Mayor Luecke noted that the Bill would set 2%increases for the majority of the employees listed <br /> except for limited circumstances outlined in previous committee meetings. <br /> Council Members Puz7ello and Varner voiced concern about the proposed language addressing <br /> "key employees", to which the Mayor stated that one particular employee is attempting to be <br /> addressed as recommended by the State Board of Accounts. He stated that he would like this <br /> language to address department heads in order to address this employee, and further noted that <br /> the language is broader for vacations in order to compete with the private sector for qualified <br /> personnel. that during the <br /> Council Member White inquired about the was d�advised that the incentives",merit bonus' program was <br /> previous committee meetings the Council <br /> eliminated. <br /> September 12,2005 Personnel and Finance Committee Meeing Minutes <br /> -Page 1- <br />
