Personnel and Finance Committee <br /> 2005 South Bend Common Council <br /> The October 10 2005 meeting of the Personnel and Finance Committee was called to order by its <br /> Chairperson, Council Member Roland Kelly at 4:21 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Puzzello, Kirsits, Rouse, Pfeifer, Varner, <br /> Kuspa, and Kelly; Mayor Stephen Luecke, Public Works Director Gary Gilot, Sharon Kendall, <br /> Mrs. Kopola, City Attorney Charles Leone, City Controller M. Catherine Fanello, Pam Meyer, <br /> Martha Lewis, City Clerk John Voorde, Jamie Loo of the South Bend Tribune and Kathleen <br /> Cekanski-Farrand,Council Attorney. <br /> Council Member Kelly called for a presentation on Bill No. 71-05 which would appropriate <br /> $324,956 received from the US Department of Justice for the Weed and Seed Program. <br /> Pamela C. Meyer,Director of Community Development, made the presentation. She noted that <br /> the appropriation involves two (2) grants, namely $224,956 which is the 3rd year for this grant <br /> and$100,000 which is a supplemental grant award. <br /> Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 71-05 be <br /> recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 56-05 which would set the <br /> 2006 salaries for the Mayor and City Clerk. <br /> M. Catherine Fanello, City Controller, made the presentation. She noted that both positions are <br /> proposed to receive a 2%increase for next year. <br /> Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 56-05 be <br /> recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Public Works Director Gary Gilot provided an informational <br /> packet entitled"Clean River Healthy Neighborhoods" (copy attached). He noted that in light of <br /> the three (3) bills scheduled to have first reading this evening which are rate related ($ .80 <br /> increase for solid waste and $ .99 increase for project Releaf) that this information would give <br /> needed background data. <br /> Dr. Varner voiced concern that the Administration has portrayed the increases as being needed in <br /> order to avoid fines from the EPA. Dr. Varner also suggested that additional informational <br /> sessions would be necessary in order for the general public to have the opportunity to hear the <br /> proposals from the Administration. <br /> Mr. Gilot stated that the increases are necessary in order to address the consent decree with EPA <br /> and IDEM.
