The motion passed. <br /> In response to a question from the Council Attorney,Mr. Feeney stated that he would make sure <br /> that Bob Stephens files the necessary documents with the Office of the City Clerk on the <br /> developers stationery in order to properly comply with the new regulations addressing residential <br /> tax abatement for multiple parcel developers for the Woodhaven Subdivision. <br /> Council Member Puzzello then called for a presentation on Bill No. 05-107 which would <br /> authorize the Mayor to submit an application to the US Department of Housing and Urban <br /> Development for an economic development initiative grant. <br /> Andy Laurent of the Department of Community & Economic Development made the <br /> presentation. He noted that yearly HUD makes grants which are announced by their <br /> Congressional representative. The $248,000 grant would be used for the South Bend Stamping <br /> Plant. <br /> Council Member Kelly made a motion, seconded by Citizen Member Lewis that Bill No. 05-107 <br /> be recommended favorably to Council. The motion passed. <br /> Mr. Laurent then presented a letter dated August 22, 2005 (original attached)requesting that Bill <br /> No. 05-108 be withdrawn from further Council consideration. He noted that if the grant <br /> application for$2 million would be submitted by the Administration,that it might jeopardize the <br /> City's $10 million request. <br /> Council Member Kelly made a motion, seconded by Council Member Kirsits to recommend that <br /> Bill No. 05-108 be struck from this evening's Council agenda, at the request of the <br /> Administration. The motion passed. <br /> Larry Magliozzi of the Department of Community & Economic Development then gave a brief <br /> update on City Plan. He noted that the project has been ongoing for 1 1/2 years and has had <br /> three (3) basic phases: vision sessions; Civic Alliance and City Plan Phase II Community <br /> meetings. The City Plan Phase II draft would be available to the public in March of 2006, and <br /> then would go to the Area Plan Commission for resolution action and to the Common Council <br /> for resolution action in June 2006. Implementation would begin thereafter. <br /> In response to a question from Council Member Puzzello, Mr. Magliozzi stated that once the <br /> Civic Alliance has completed their job that they will be disbanded. <br /> In response to a question from Council Member Rouse, Mr. Magliozzi noted that about 2% of <br /> the Civic Alliance membership lives outside of the city limits. <br /> Mr. Magliozzi stated that he would be back on October 24th and November 8th with more <br /> updates. <br /> August 22,2005 Community and Economic Development Committee Meeting Minutes -page 2- <br />
