CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> taxicab stands and bus loading zones. The two (2) new forms of Court restricted parking and <br /> Ridesharing zones are based on, one(1) Restricted parking is based on action taken by the Board <br /> of Public Works at a meeting last fall,and the Ridesharing zones is based on changes at Commerce <br /> and then practice within the City. In February 2019, a report made by the U.S. Marshal's Office <br /> with multi-faceted assessments of security and recommendations. One (1) recommendation <br /> concerned parking for certain Court Personnel and the recommendation that they be able to park <br /> as close as possible to the entry ways of the Court for security purposes. A petition was filed with <br /> the Board of Public Works last fall and the Board agreed and approved this request. However, in <br /> reviewing the code, the Legal Department determined that without a change in the ordinance, this <br /> type of parking could not be permitted. At this point, we are asking to amend the codes to simply <br /> allow this restricted parking around the courthouse. <br /> Councilmember Sharon L. McBride turned the meeting over to the Council for any questions of <br /> concerns. <br /> Counilmember Sheila Neizgodski spoke about her concern with the lack of parking in the <br /> downtown South Bend area right now due to the restrictive parking that is already in place in front <br /> of the County courthouse. She also wanted to know the number of public parking spots that are <br /> available right now in that area of the courthouse. <br /> Councilmember Tim Scott asked for clarification on the exact areas of the additional restricted <br /> parking and he also asked if there would be proper signage posted for the designated areas that <br /> will be used for the restricted parking and ridesharing parking zones. <br /> Councilmember Lori Hamann spoke about the need to have specific designated restricted parking <br /> for rideshare and Uber or Lyft drivers in the busy downtown and Eddy Street Commons regarding <br /> any time restrictions for the two (2) proposed restricted parking zones. <br /> Councilmember Sharon L. McBride turned the meeting over to the public for anyone wishing to <br /> speak either in favor or in opposition to Bill No. 02-20. <br /> Sue Kesim, 422 Kennedy Drive, South Bend, IN spoke about how some of the restricted parking <br /> areas that are already in place get taken up by electric vehicles and she has a concern with that. <br /> Lisa Plencner, 1918 Beverly Place, South Bend, IN spoke about the proposed changes to the <br /> restricted parking in proximity to the County courthouse. <br /> Councilmember Sharon L. McBride turned the meeting back to the Council for a vote. <br /> Councilmember Rachel Tomas Morgan made a motion to send Bill No. 02-20 to the full Council <br /> with a favorable recommendation.
