Mr. Parker went over <br /> the key points of this bill and highlighted a few pages of the bill which is available in the City <br /> Clerk's Office. He then welcomed any questions from Council Members. <br /> Councilmember Sharon L. McBride opened the floor to questions and comments from Council <br /> Members. <br /> Councilmember Henry Davis Jr. asked Mr. Parker to define the phrase `outreach.' Mr. Parker <br /> replied that the function of outreach is to notify minority and women owned businesses that these <br /> resources exist. Councilmember Henry Davis Jr. followed up and asked how the City is doing that <br /> and Mr. Parker replied that he and his team would be able to follow up with the Council in exactly <br /> how they are committing to outreach. <br /> Councilmember Sharon L. McBride expressed her concern about more small businesses getting <br /> this money and she asked for more clarity. Mr. Parker replied to her concern. <br /> Councilmember Lori K. Hamann asked for clarity on which businesses would get money and Mr. <br /> Parker replied. <br /> Councilmember Henry Davis Jr. asked for further clarity on how that distribution is executed. <br /> Brian Donoghue, Director of Innovation for the City of South Bend with offices located on the <br /> 12th floor of the County-City Building, South Bend, IN, replied to Councilmember Henry Davis <br /> Jr.'s question. Mr. Donoghue explained the process of this grant process and announced that the <br /> fund is still open. He committed to following up with Council if he left any concern unaddressed. <br /> Councilmember Sharon L. McBride opened the floor to questions and comments from Council <br /> Members. There were none. <br /> Councilmember Rachel Tomas Morgan made a motion to send Bill No. 27-20 to the full Council <br /> with a favorable recommendation. Councilmember Jake Teshka seconded this motion which <br /> carried by a roll call vote of eight(8)ayes. <br /> RISE AND REPORT <br /> Councilmember Karen L.
