REGULAR MEETING June 22', 2020 BEND MUNICIPAL CODE TO CORRECT TYPOGRAPHICAL ERRORS IN VARIOUS ARTICLES AND TO ADD CLARIFYING LANGUAGE AND TABLES Councilmember Lori K. Hamann made a motion to accept the Substitute version of Bill No. 11- 20. Councilmember Sheila Niezgodski seconded this motion which carried by a roll call vote of eight (8) ayes. Councilmember Sharon L. McBride,chair of the Zoning and Annexation Committee,reported that they met this afternoon and send this bill to the full Council with a favorable recommendation. Michael Divita, Principal Planner for the City of South Bend with offices located on the 14th floor of the County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Divita highlighted the key points of this legislation referencing a PowerPoint presentation which is available in the City Clerk's Office. Councilmember Sharon L. McBride opened the floor to questions and comments from Council Members. There were none. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There were none. Councilmember Sheila Niezgodski made a motion to send Substitute Bill No. 11-20 to the full Council with a favorable recommendation. Councilmember Jake Teshka seconded this motion which carried by a roll call vote of eight(8) ayes. 12-20 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ADDING ARTICLE 1, DIVISION 2, SECTIONS 2-12.2.1 TO AND INCLUDING 2-12.2.9 OF CHAPTER 2 OF THE SOUTH BEND MUNICIPAL CODE TO CREATE A CITIZENS' POLICE COMPLAINT BOARD AND PROCEDURES GOVERNING THE BOARD Councilmember Rachel Tomas Morgan made a motion to table Bill No. 12-20 to the July 13th, 2020 meeting of the South Bend Common Council. Councilmember Lori K. Hamann seconded this motion which carried by a roll call vote of eight(8) ayes. 22-20 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING A PETITION OF THE ADVISORY BOARD OF ZONING APPEALS FOR THE PROPERTY LOCATED AT 817 ELMER, SOUTH BEND, IN 46628 Councilmember Sharon L. McBride,chair of the Zoning and Annexation Committee,reported that they met this afternoon and send this bill to the full Council with a favorable recommendation. Joseph Molnar, Zoning Specialist for the City of South Bend with offices located on the 14th floor of the County-City Building, South Bend,IN,served as the presenter for this bill. Mr. Molnar went over the highlights of this rezoning request and referenced a PowerPoint presentation which is available in the City Clerk's Office. Councilmember Sharon L.
