Assistant City Engineer <br />SUBJECT: Agenda Request — Professional Services Agreement <br />120-017 CSO 018 Backwater Valve Replacement <br />DATE: June 15, 2020 <br />The Division of Engineering and Division of Utilities request the Board of Public Works <br />approval of a Professional Services Agreement with American Structurepoint, Inc. for <br />design engineering services for Project No. 120-017 CSO 018 Backwater Valve <br />Replacement. <br />Background <br />Emergency repairs were performed on the CSO 018 Backwater Valve (a Tideflex <br />duckbill style backwater valve) immediately downstream of CSO 018 and on the weir <br />within the CSO 018 structure. CSO 018 is located south of Lincoln Way East between <br />the railroad tracks and Bowman Creek. <br />In March 2020, the Division of Engineering submitted a memorandum to the Board of <br />Public Works summarizing the emergency repairs that were performed in January 2020. <br />The Division of Engineering desires to work with American Structurepoint to investigate <br />alternate Backwater Gate/Valve options for CSO 018. Considerations for the <br />replacement may be similar to the CSO 003 Backwater Gate Replacement project that <br />is incorporating a flap gate in lieu of the duckbill style backwater valve. American <br />Structurepoint will develop the design drawings, work plans, and project specifications <br />manual for the project and provide technical engineering support for the project. <br />The funding source for this project is the Division of Utilities, Sewage Works, <br />Engineering Account (641-06605-514-431002). The construction portion of the project <br />will be funded through Division of Utilities, Sewage Works, Other Contractual Services <br />(641-06-605-514-439001). <br />If there are any questions, please contact Al Greek at (574) 271-4210 at the Division of <br />Utilities or Jacob M.
