4 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 l October 2017 <br />Application Number: 2017-1002D <br />Property Location: _ 815 Leland Avenue <br />Architectural Style/Date/Architect or Builder: Gabled -ell / 1900 <br />Property Owner: Ailian and Emily Dean <br />Landmark or District Designation: Chapin Park Local and National Historic District, Ordinance 49574-05 <br />Rating: Contributina <br />DESCRIPTION OF STRUCTURE/SITE: The 2 story irregular frame house sets upon a brick foundation facing <br />east onto Leland Avenue. Roof is pyramidal with gables, a simple cornice, and asphalt shingles. The porch is <br />house -width with brick piers, railings, and a simple fascia. The windows are 1/1 wood double hung with molded <br />entabulatures. An oval window with wedge-shaped brackets faces the street on the second story. <br />ALTERATIONS: CoA #2013-0924 called for repointing "brick with line patty; replace brick in-kind and replace <br />wood siding in the rear." <br />APPLICATION ITEMS: "Put up privacy fence around the side and rear yard." <br />Additional information from attached sheet: "Install 118 linear feet of 6 foot high AC2 pressure treated <br />wood privacy fence with 1 each tip to 48" dog eared pickets. I each 8 foot double picket gate in front 15 <br />foot fence line over sidewalk by house. Pickets on rear fence line will have to be pickets "in", balance of <br />fence, pickets out, Pickets to be 1" x 6" x 72" dog eared, sections to be no more than 8 feet wide with 3 <br />each 2"x 4" x 8' stringers per section. Posts to be 4"x 4" x 8', all posts cemented at least 2 feet in <br />ground. We build our wood fencing on site and do not use prefab sections. Customer responsible for <br />clearing obstacles from fence line such as trees, stumps, shrubs, etc., and for locating and marking any <br />buried electric gas lines, septic systems, sprinklers, etc., not covered by normal utility locate services prior <br />to work beginning." <br />See schematic (not to scale). <br />DESCRIPTION OF PROPOSED PROJECT: installation of fencing to enclose the side and rear yard, including <br />connecting between existing garage and outbuildings. Per phone clarification from contractor Bruce Gustafson on <br />October 12", fence portion facing the street to be hand -trade 4' picket fence with 2" spacing. This span will also <br />include an 8' gate to allow access to yard, and will be set 25' back from the sidewalk (per the building department, <br />fences closer to the lot line than 25' are required to be no higher than 3'). All remaining "rear" portions will be 6' <br />privacy fence. Portions of this fence will be `pickets our' (the south wall), while western wall will be `pickets in' <br />because of proximity to neighbors existing fencing. A 6' high gate connecting the house to the garage will also be <br />added (estimated to be 30-40" in length by Gustafson). <br />Per contractor's job proposal, "clearing obstacles" may require clarification, as there is groundcover and <br />landscaping in the vicinity of the proposed work — most visibly the tree/shrub at the front of the property in the <br />proposed 4' picket fence area. <br />PRESERVATION SPECIALIST REPORT: N/A <br />STANDARDS AND GUIDELINES: C:HAPIN PARK <br />I. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local t tistoric District is a particularl}y tine residential area located close to dov ntoNi n South Bend, the St. Joseph Ricer. <br />Memorial Hospital and Leper Park. This section is meant to protect and guide appropriate tmintenance of the common arras of the district <br />(i.e. visual landscape and streetwapes). <br />
