New site work should be based upon actual knowledge of the past appearance of the property found in photographs, <br />drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to <br />the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be <br />immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic <br />documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, <br />materials, and scale. <br />3. Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, <br />outbuildings, and other elements before evaluating their importance to the property's history and development. Front <br />yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices <br />such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public <br />thoroughfares. <br />STAFF RECOMMENDATION: The vinyl windows currently installed replace wood windows that were not original to the <br />structure. Group B Standards state that change of materials should be consistent with the character and style of the structure. <br />Renovations, Section C1, state "Necessary structural improvements, where safety demands should be accomplished in such a <br />way as to cause minimal visual change to the original style and construction." As the porch was originally open, but is now used <br />for dining, enclosure is necessary. The proposed windows will restore to the look of the windows installed in 1979, and will <br />continue to allow dining in the porch area while providing a consistent visual appearance; therefore, staff recommends approval <br />of the proposed window installation. Additionally, staff recommends approval of the proposed time schedule, with installation of <br />windows on southeast (most visible) side in Fall 2017, with balance of windows to be installed Fall 2018. <br />Elicia Feasel, Executive Director <br />Deb Parcell, Deputy Director <br />Public Hearing: <br />Jason Germano, 52222 Pickwick Lane, Nappanee: In an effort to expedite this project, is there <br />any way to access previous plans/drawings to determine what the actual window size was in <br />1979? <br />Todd Zeiger, Indiana Landmarks, 801 West Washington: Indiana Landmarks has an easement <br />on the property. They were understanding the project would be replicating 1979 windows, not <br />just swapping out wood for vinyl. Indiana Landmarks supports the three divisions between the <br />stone pillars, replicating what was installed in 1979. Any information in their files from the <br />previous window installation will be made available to help determine the original window <br />size. Boyd <br />Landmark or District Designation: Local Landmark, ordinance #9037-99 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: Firehouse #4 is a 2 -story rectangular brick building. It had a flat roof with <br />limestone parapet coping, metal parapet scupper/comice with brick brackets underneath and ornate limestone detailing at the <br />ends. The windows are 1/1 double -hung with limestone sills. There is a brick side chimney, and a roof penthouse with hip roof. <br />ALTERATIONS: Most of the windows in this former firehouse have been boarded up prior to a 2007 fire. RME 2011-1110 <br />approved replacement of metal roof to secure the building and protect it from the elements, although there is no evidence it was <br />ever installed. An asymmetrical gabled roof has been installed without an approved COA on approximately half of the main <br />structure, as well as a second story addition and gabled roof on the rear of the building. Areas where large overhead garage doors <br />were originally located have been covered with vinyl siding. Most window openings have been covered with plywood or vinyl <br />6 <br />
