Evaluate accessibility options within a preservation context. <br />STAFF RECOMMENDATION: As this project will refurbish an existing park feature and allow accessibility for all patrons, <br />Staff recommends approval. <br />Elicia Feasel, Executive Director <br />Deb Parcell, Deputy Director <br />Larry Clifford, 709 East Washington, Resurrect the Roses, spoke in favor of the project. The <br />building was dedicated in June 1966 and little has been done since. We are very much in favor of <br />fixing it up. <br />Commissioner Voll moved to approve application as submitted. Seconded by Commissioner <br />Hertel. Eight in favor, none opposed. <br />Vote: 8 — 0 <br />COA #2017 -0306 Approved. <br />III. HEARING OF VISITORS <br />A. Solar Energy — Leah Hill, independent contractor in the MACOG office (providing <br />support to the city for 6- months) — working with the Office of Sustainability to streamline the <br />process of using solar, helping South Bend achieve Solar Friendly Community designation. <br />Would like to find ways to improve owners' success when applying to add solar to historic <br />properties, outlining what is acceptable rather than just what is not. Presented examples of ways <br />solar panels can be compatible with historic structures. President Klusczinski confirmed the close <br />relationship between Historic Preservation and Sustainability, and invited further information. <br />The Commission would like to see some specifics, including examples of language used by other <br />commissions. Leah will work with Staff to create recommendation to be included on a future <br />HPC agenda. <br />IV. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES <br />1. February 27, 2017 —Approved by general consent. <br />B. TREASURER'S REPORT <br />1. Location Report — Distributed. Treasurer Molnar reported he has received no <br />response to his letter emailed to the County Auditor regarding discrepancies in the <br />manner HPC budget is presented in the county budget, as compared with other <br />departments. He will hand deliver a copy of the letter to the Auditor. <br />C. STAFF REPORTS <br />1. Correspondence — Circulated. Discussion of Minimum Maintenance Standards <br />surveys. <br />2. Executive Director — In Packet. <br />3. Deputy Director — In Packet. <br />4. Preservation Specialist —Distributed. <br />5. Legal — Discussion regarding Eric Boyd's appeal and subsequent Building <br />Department action. Update on Tippecanoe Place window COA denial. <br />D. COMMITTEE REPORTS <br />1.
