Russell Stapp, Architect <br />Property Owner: Jory Fitzgerald <br />Landmark or District Designation: East Wayne Street Local Historic District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two -story wood frame "L" plan house has a slate gable roof, gable returns, and <br />aluminum eaves. Windows are 6/1 and 8/1 wood double -hung with brick sills. The central entry features a pediment, sidelights, <br />and brick stoop. There is a brick chimney on the west end. The house is sided with brick on the east and west sides; aluminum <br />siding on north and south sides. There is a detached two -car garage, with two doors, gable roof, and brick and aluminum siding. <br />ALTERATIONS: Aluminum storm doors and windows have been added to the house. COA 1997 -0502 approved installation of <br />a rear yard stockade privacy fence. COA 1997 -0710 approved installation of a 15' x 16' deck at the rear of the house. COA <br />2006 -0104 approved a one -story addition at the rear, and replacement of existing deck at rear of addition. <br />APPLICATION ITEMS: Replace 90+ year -old slate roof with standard architectural shingles. The original roof has been <br />inspected by three local contractors including Liberty Builders, Midland Engineering, Rick Scott & Sons certifying existing roof <br />is beyond repair. Replacement w /new slate tiles would exceed $100,000. Also, replace gutters with aluminum gutters — see <br />attached quote. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes replacing original slate shingles on gabled roof of house with <br />Owens Corning Oakridge architectural shingles. Slate shingles are deteriorating, allowing rain and melting snow to leak into <br />home at northeast corner of primary roof, causing significant damage to a portion of the second floor ceiling. Prior to a <br />temporary repair, light from the sky could be seen through the roof. A portion of the roof on the addition at rear of property <br />needs to be replaced as well, due to damage from the original gutters. Damaged original copper gutters and downspouts on main <br />house roof to be removed and replaced with aluminum gutters and downspouts. <br />PRESERVATION SPECIALIST REPORT: N/A <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET <br />II. EXISTING STRUCTURES <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a <br />variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most cases have wood <br />fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character <br />shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to <br />retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering <br />which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original <br />in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent <br />deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and <br />suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural <br />features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of <br />architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a <br />building. <br />STAFF RECOMMENDATION: As a previously approved addition and garage have asphalt shingles, the current slate shingles <br />are deteriorated beyond repair, and 17 of 19 homes in this block of East Wayne Street have architectural or 3 -tab asphalt <br />shingles, Staff recommends approval. <br />Elicia Feasel, Executive Director <br />
