STANDARDS AND GUIDELINES: <br />CHAPIN PARK LOCAL HISTORIC DISTRICT <br />GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition <br />is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as <br />historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation <br />Commission for safekeeping and future reference <br />STAFF RECOMMENDATION: Staff recommends approval. <br />Elicia Feasel, Executive Director <br />Commissioner Gordon moved to amend application to include demolition of garage and wooden <br />stockade fence. Seconded by Commissioner Parker. Five in favor, none opposed. <br />Vote: 5 — 0 <br />COA#2016-0727 Amended. <br />Public Comment: <br />Joan Downs-Krostenko, 849 Forest: Chapin Park, Inc. has been in negotiations with Indiana. <br />Landmarks about restoring a home within Chapin Park. This is one of the homes Todd Zeiger <br />has looked at for this purpose. It is valuable to the neighborhood for the architectural variety it <br />brings with its Craftsman/Shingle style. She recommends the garage and fence be demolished, <br />and a short reprieve on the house while Indiana Landmarks makes a decision. <br />Sanford Garner 456 North Meridian, Indianapolis: Not speaking as a representative of Indiana <br />Landmarks, but is a member of their board. Their Executive Committee meets August 17 and to <br />date he is not aware this case is in front of them. Their annual Board Meeting is on September <br />11. Potentially Todd could have communication and get this through the real estate committee to <br />go to the board to be approved, but the likelihood of any kind of approval could not come until <br />around September 11. <br />Commissioner Gordon moved to deny application as amended, excluding the garage and the <br />fence demolition. Seconded by Commissioner Klusczinski. Discussion held. President <br />Klusczinski clarified that votes in the affirmative will support the motion to deny the application <br />and reminded the members to state their reasons when voting. Roll call was ordered. <br />Commissioner Gelfman (NAY): the house has been sitting a long time. The demolition is <br />supposed to occur within the next three days, and to delay this would be a disservice to the long <br />term plan to remove houses in disrepair. <br />Commissioner Parker (NAY): the house is too far gone. <br />Commissioner Klusczinski (AYE): does not see sufficient evidence to warrant structural <br />demolition. <br />Commissioner Gordon (AYE): have not gotten inside the house to view condition. It is an <br />obvious candidate for demolition from the photographs and reports from Preservation Specialist <br />and Code Enforcement. However, if one house can be saved through a couple organizations, let's <br />find that out in the 30 days it takes for another application. <br />Commissioner Voll (NAY): has safety concerns. It has been a problematic property for a while. <br />He hopes there is a rescue attempt. The paperwork process will take a while, which may provide <br />time to save it, but we should stay on the path we are on. <br />Two in favor, three opposed.
